Work fast and learn. If the goal is clear or team has solid understanding or experience, then accuracy would likely be of higher priority. How about an example? Had a team working on Google Performance. It's a black box, Google has a guide, but until you push to production and wait for two week, you're in the dark if your fix worked. And the team was focused on accuracy, trying to fix things at the root. I switched the team to short cycles of let's just try stuff! Team managed to fix issues in 2 months after no progress for 6 before.
