If you have to cut ABC Activity Based Costs , start from up to bottom don't do the opposite : Look first into operations related to the higher managerial levels like travel expenses and so on ..... then take a step down to the next level then move to the next ... till you get down to the basket of the rubbish in the corner in an office, if needed... But don't start from bottom up. This way your people especially at lower levels will believe in it , take it seriously and help you through the process.

In the supermarket business and I suspect in many other retail types the 1st thing that is typically done is to "cut store labor" which is the last thing you should do. There are a expense items on the P&L that can be adjusted. Dig into every line on the P&L From renegotiating contracts for store linen, bag costs, outside contracts for cleaning services, outside electric, plumbing services, (turning off 1/2 of the lights for overnight stocking), departmental supplies, Packinging supplies etc. Postpone remodels and new const. until a more favorable economic time. Review customer acquisition costs, in store advertising, postpone new projects. Ask the question on every expense "do we really need this now or can it wait?
