We’re very excited to announce the release of our new Shared Ownership Code! It aims to drive better experiences for shared owners and best practice across the industry. The launch of our Code follows an extensive consultation process, including a consumer survey of more than 1,700 current and prospective shared owners, regional consumer focus groups, and a survey completed by 50 industry bodies (incl. nearly 30 housing providers). This has resulted in changes to the initial draft of the Code, which will now be tested during a pilot phase with eight housing providers from December 2024 to March 2025. In the New Year, we will also be looking to launch a Code for lenders and mortgage intermediaries, alongside further pilots with those organisations. This announcement marks a key milestone in our journey to unlocking a better and bigger shared ownership market. The report 'Shared Ownership: the consumer perspective' discussed the potential for conflicts of interest when it comes to valuations for staircasing. 'Staircasing creates a potential conflict of interest in that the shared owner will benefit from a lower valuation, and the housing association will benefit from a higher valuation. Claims of unfairness can arise, for example, where the housing association appoints the valuer and there is no formal process for resolving valuation disputes'. Our chair Ann Santry CBE has shared her views on the Regulator of Social Housing's inaugural Tenant Satisfaction Measures Headline Report, which was published this week: “We welcome the publication of the English social housing regulator’s tenant satisfaction measures (TSMs) this week, which tell a stark albeit not wholly surprising story of the shared owner experience. Of the 28,000 shared owners surveyed, 47% of these were either ‘very’ or ‘fairly’ satisfied’ with the overall service provided by their landlord – while 32% were dissatisfied with the overall landlord service. “We believe that shared ownership has a vital role to play in addressing housing needs and helping people take that early step into home ownership, but we also fully appreciate that there are challenges with the product. “That’s precisely why the Shared Ownership Council was created, and why we are about to launch a new Shared Ownership Code, which will work in the interests of both customers and providers alike. “Along with an updated Code, we’ll be sharing the findings from our consultation process – which includes responses from 1,700 shared owners. We look forward to sharing the Code and the survey findings shortly, to ensure our continued engagement with a whole range of interested parties – and to ensuring the voice of consumers and the support the industry needs go hand-in-hand.” #SharedOwnership #SOCodeLaunch
