    Our Head of Health and Social Care, Nathan Hollow, shares his thoughts on this morning's announcement of an independent commission on a National Care Service.

    With the benefit of having found out about the Government’s social care announcement yesterday, and having mulled it over, a few thoughts spring to mind:   📜 There have been lots of reports over the years and so there’s no shortage of plans for social care and a National Care Service – including last year’s Labour-commissioned Fabian Society report, which was excellent and created alongside people working in and drawing on care services. I’m not sure we really needed another Commission or more ideas.   🐎 The Commission will first report in mid-2026, but their recommendations will need to fit within the Spending Review process completed in Spring 2025. That seems a bit ‘cart before horse’ to me. It’s also hard to see these recommendations being enacted much before 2027 either, aligning to the next Government fiscal year.   🧱 The Commission is now a ‘stone wall’ defence the Government can point to in any media/parliamentary questions about social care reform for the next 18-months (at least) – but comes at a time when many providers are looking for answers on how they can meet the costs of increases to eNICs and NLW this April.    🗳️ The final report is due by 2028, which is conveniently close to being in the window of the next general election. Based on previous policy reports on the cost to reform care, the Commission’s recommendations are likely to cost tens of billions, with Labour likely delaying enactment until they have an election mandate.   👩⚖️ The Commission is not legally binding – so there’s plenty of time for the Government to get out of delivering on the recommendations or to come up with another ‘fudge’. We’ve already had multiple legislated reforms cancelled.   💸 The Commission is intended to be cross-party, but in the embargoed media content I've seen, none of the other main parties have commented. I’m sure they’ll engage in some way, but no party will want to be the face of the inevitable fiscal changes required to fund social care sustainably – particularly when the final report is so close to a potential election.   🏥 Beyond the Commission, the smaller announcements are all about helping deliver on the Government’s wider NHS-focused targets and metrics. Yes, they will also help create a more integrated health and care system – but given these changes are happening pre-Commission, in isolation, and without meaningful funding behind them, it’s hard to see them as anything other than a desperate attempt to hit NHS waiting time targets in line with the Prime Minister’s ‘Plan for Change’ milestone.   All of this was written before the announcement was “official” so I’ll watch this morning’s media round and see what other documents pop up on Gov.UK to see if there’s more detail behind some of the ‘woollier’ smaller announcements made today.
