At the 🚀 First-Ever G20 Social Summit, Sebastián Welisiejko participated in the fourth and final plenary of the G20 for Impact initiative. 🌐 During the session, Sebastian discussed how outcomes-based partnerships can unlock private capital to address complex social challenges. He emphasised the opportunity for governments 🏛️ to transition from traditional input-based spending to a model that prioritises measurable results, thereby mobilising funding through public-private partnerships. Examples 💡 around the world of successful outcomes-based partnerships include cases such as Colombia’s Empleando Futuro, the first Social Impact Bond in the country 🇨🇴, promoting job placement 💼👷♂️ and employment of vulnerable communities. The event was a milestone, representing the culmination of a journey that began with Brazil’s G20 presidency and the launch of the G20 for Impact Initiative. Throughout this process, GSG Impact contributed ✋🏽 with three policy briefs 📚 that informed the initiative’s recommendations to the G20 Sustainable Finance Working Group (SFWG): 1️⃣ Outcomes-based partnerships as a proven model for public-private collaboration to mobilise private capital for high-impact areas in support of a Just Transition 2️⃣ Unlocking private capital through MDBs and DFIs by leveraging their potential to scale impact finance 3️⃣ Developing sustainability disclosure standards to enhance impact transparency in a comprehensive and inclusive way While Brazil’s presidency concludes, the work to accelerate impact economies continues. We are committed to supporting 🫱🏽🫲🏻 the G20 for Impact Initiative under 🇿🇦 South Africa’s G20 presidency in 2025 (G20 South Africa), led by Yogavelli Nambiar, Luvuyo Rani, and Solange Rosa, PhD. Special thanks 🙏 to Marcel Fukayama, Monica Pasqualin, and partner organisations like the Schwab Foundation for Social Entrepreneurship, Wellbeing Economy Alliance - WEAll, B Lab, and Preta Hub (FEIRA PRETA®️) for their leadership and dedication to this shared mission. The $4.2 trillion question: How can we bridge the global SDG financing gap❓ 💡In the recent input paper for the United Nations 4th International Conference on Financing for Development (FfD4), GSG Impact and 50 organisations from 45 countries outline ways to unlock capital for the SDGs: 🔸Mobilise local capital: empower locally-led initiatives to build resilient financial ecosystems in emerging markets. 🔸Scale blended finance: use tools like guarantees and concessional loans to attract private capital to high-impact sectors. 🔸Expand policy support: de-risk investments and prioritise inclusive market-building efforts. The FfD4 will take place in Seville, Spain | 30 June - 3 July 2025 📅 Read more about the GSG Impact's proposal to the UN in the interview by Karolina Adamkiewicz with Krisztina Tora at Impact-Investor.com 👉 https://lnkd.in/ef2bm-M6 Read the full paper ⬇️ #capitalmobilisation #SMEs #emergingmarkets #sdgs Acknowledgements: 2X Global Jessica Espinoza African Venture Philanthropy Alliance (AVPA) Frank Aswani AVPN Naina Subberwal Batra Tristan Ace B Lab Sistema B Marcel Fukayama Collaborative for Frontier Finance Drew von Glahn Gila Norich International Foundation For Valuing Impacts (IFVI) Rob Zochowski Impact Europe Roberta Bosurgi Alessia Gianoncelli Latimpacto María Carolina Suarez Visbal Publish What You Fund Gary Forster Rockefeller Philanthropy Advisors Alejandro Alvarez von Gustedt Social Value International Ben Carpenter FCDO IMPACT Programme Katherine Stodulka Jesse Hoffman David Kuijper Harry Devonshire Nicholas Colloff OBE

🚨 For over a decade, outcomes partnerships have been used by governments to deliver higher quality public services while improving value for money 💸. How can they be adopted at scale? Outcomes-based partnerships, where funding is tied to the achievement of measurable results rather than activity, have been proven to deliver up to 9x the cost in public value 💡. Despite this evidence, their adoption by governments has been limited. For example, approximately 300 Social Impact Bonds worth $760m have been issued globally. This is dwarfed by the now $1tn impact investment market. This new report, produced in collaboration with Bridges Outcomes Partnerships, identifies and addresses three main barriers 🚧 to the widespread adoption of Outcomes partnerships: 🏛️ Institutional challenges - formal governmental procedures and policymaking practices 🗳️ Political challenges – in particular, churn in both legislators, policymakers, and government agency leadership 🤔 Perception challenges – where tackling social issues is perceived as the preserve of governments and not suited to market based solutions The authors suggest three key recommendations for market builders: 1️⃣ Focus on the system change and policy innovation that outcomes partnerships can deliver 2️⃣ Advocate and design solutions adapted to local conditions, aligned with political priorities 3️⃣ Promote ecosystem readiness by building capacity among political leaders and civil servants Read the report ⬇️ #ImpactInvesting #OutcomesPartnerships #SocialImpact #ImpactEconomy María Emilia Cerra, Uriel Basualdo Franchino, Sebastián Welisiejko, Santiago Sueiro, Mila Lukic

Top 3 SDGs addressed by European impact investors are: 1️⃣ Decent Work and Economic Growth 2️⃣ Climate Action 3️⃣ Reduced Inequalities SDG 8, 📈 Decent Work and Economic Growth, is targeted by 47% of investors SDG 13, 🌱 Climate Action, is targeted by 47% of investors SDG 10, ⚖️ Reduced Inequalities, is targeted by 38% of investors Decent Work and Economic Growth continues to hold the top position compared to 2022, with Climate Action moving to second place, overtaking Reduced Inequalities. The shift 🔀 highlights the increasing commitment among impact investors to boost their allocations to climate solutions, with a focus on mitigating climate change and decarbonising their investment portfolios. The report shows that typically Northern European investors prioritise 🎯environmental impact, while their counterparts in Southern Europe look more at social issues. 📢 Key calls to action, developed by GSG Impact’s Raffaella De Felice and Impact Europe’s Alessia Gianoncelli & Gianluca Gaggiotti, include: ❶ Impact investors should embrace their new role as market influencers. ❷ Mainstream, responsible, and sustainable investors should integrate impact investing into their ESG strategies. ❸ Policymakers should build on the current evidence to scale the market. ❹ Market builders should push for a complete harmonisation at European level and for global action. 💡 Highlight: Expanding Social Outcomes Contracts (SOCs) could unlock systemic solutions by mobilising diverse actors and aligning resources for maximum impact.
