Great to see in the presentation by Jacobo Llerena Iglesias at the ANESE Congress that the new white certificates scheme in Spain incorporates good practice savings measurement (M&V) and independent verification. If I understood the Spanish correctly 1,600 GWh worth of these Energy Efficiency Certificates (or CAEs as they are called in Spain) have been issued in the first year of the programme, and they are driving investment into commercial and industrial sector energy and carbon saving projects Definitely some food for thought!
