NEW REPORT | Restarting housebuilding III: New towns and land value capture 🏘️ Our latest report focuses on where best to develop New Towns and presents new modelling on the potential land value capture from these developments. The Government is talking more about expanding cities and towns than it has done in decades and underlying their new policies is the intention to build on previously undeveloped land. They intend to use ‘land value capture’ to fund a range of public benefits 🪙 The total potential land value capture is £193 billion, or £6.4bn a year assuming a 30-year development period 📈 But this potential is distributed very unevenly across the country. Nearly 80 per cent of potential land value capture is on sites around London. Land value capture depends on the difference between the cost and the market value of the development 🏷️ Land price is an important cost. Moving from paying 5x agricultural value to 40x makes one-fifth of locations unviable. 🏡 There is space for 5 million homes within commuting distance of 15 major cities. 🟢 Two-thirds of the land identified is in the green belt. Around London, it is 88 per cent. ✅Building on all the land identified would only shrink the green belt by less than 5 per cent. The Government should... 🟢Pursue development in southern England where potential land value capture is greatest. 🟢 Enable development on green belt land that has good existing or future public transport links.
