2024 has been a busy and productive year at Brightwell. We’ve reached new heights of member satisfaction for BTPS and introduced a fully online retirements service. We won a new administration client – the Mineworkers’ Pension Scheme - and celebrated a year of providing fiduciary management services to EEPS. Brightwell is the new name for BT Pension Scheme Management, the primary service provider to the £37bn BT Pension Scheme, one of the largest private sector pension schemes in the UK. At Brightwell, we understand what it means to manage a complex defined benefit (DB) pension scheme. We’re proud of everything we’ve delivered for BTPS and, in recent years, we've invested heavily to improve the service we provide to the Scheme and its members including the introduction of new administration and investment and liability platforms. We've insourced, innovated and disrupted inefficient industry practices and, in doing so, learned how to do things better. A letter written by Brightwell CEO Morten Nilsson to the Financial Times was published this morning: "It is understandable that Rachel Reeves is nervous about putting any additional costs on employers given the recent increase in employer national insurance (“Chancellor pauses review into pensions after backlash”, Report: https://lnkd.in/ghqigX_Z, December 16). But the reality is that more than half of the population is under-saving for their retirement and minimum pension contributions will need to rise. However, there is a way for Reeves to sweeten the deal. There are around 5,000 final salary or “defined benefit” pension schemes that are sitting on an aggregate surplus of around £219bn. The employers that run these schemes have spent years plugging deficits but, due to changes in interest rates, they are now largely well-funded and have become potentially valuable assets in their own right. The challenge is that, in most cases, companies can’t access any of the surplus which sits in their pension schemes until the scheme is wound up. The previous government consulted on a potential change in the rules to make it easier for companies to access the surplus in their pension schemes subject to appropriate checks and balances. The industry is supportive, but the current government hasn’t moved this proposal forward. If Reeves wants to help employers, unlocking the value in their DB schemes could be one way to do it." Morten Nilsson, CEO, Brightwell – primary services provider to the £35.7bn BT Pension Scheme said: “We welcome the Pension Protection Fund’s (PPF) announcement that it is delaying a decision on the 2025 / 2026 levy. “A well-functioning, safe and robust defined benefit (DB) sector is in everyone’s interest and the PPF has a key role in ensuring this. “But, given the significant surplus within the PPF, it cannot be right to continue to impose substantial levies on pension schemes and sponsors diverting resources that could otherwise be invested in the UK economy. “Urgent legislative reform is needed to allow the PPF greater flexibility in setting the levy, and to allow for a zero levy.
