The pensions industry is reacting to reports of delays in the second phase of the government’s Pension Review, which focuses on adequacy. While the government has promised details “in due course,” experts warn this postponement could further erode confidence and delay critical reforms. Jon Dean, Head of Retirement Strategy, says an increase in pension savings rates is sorely needed for most UK pension savers, as contributions rates are the single biggest factor in good member outcomes. At Altus Consulting, we welcome the FCA's publication of its proposals for Targeted Support. The focus on getting this right in pensions is a logical and important step, given the significant research highlighting this as one of the areas of greatest need. Our own findings, outlined in our whitepaper "The Land That RDR Forgot", underscore the urgent need to bridge the gap between fully regulated advice and generic guidance, particularly for mass-market savers who often lack the tools to make informed financial decisions about their pensions. We also commend the thoughtfulness of the FCA’s approach in including significant consumer testing to shape its recommendations. The shift from talking about "people like you" to "people in your circumstances" demonstrates a deeper understanding of how to build trust and ensure relevance, a critical factor for engaging consumers effectively. As our primary industry research has highlighted, pensions are a key area where the advice gap is most acutely felt, with many savers disengaged or uncertain about their options. By prioritising pensions, the FCA is tackling one of the most pressing challenges in financial decision-making.
