We are a collaboration of 11 like-minded Local Government Pension Scheme Authorities, with over one million members, investing assets, delivering strong investment performance, achieving greater cost efficiency and benefiting from the best of local authority procurement. Using our pooled resources, we bring cost savings and strong investment performance to the Local Authorities and their scheme members, making efficient use of public money. We do this through a strong governance framework, an efficient operating model and by bringing the best of local authority procurement to select the best value suppliers for the pool’s structure. We nurture participation and our governance model respects the individual sovereignty of individual authorities. We are fully focused on our responsibilities to the scheme members and local communities. We’re proud of our considered, evidence-based approach to finding the most effective and efficient ways to deliver value for money for all our stakeholders.

ACCESS notes the Chancellor of the Exchequer’s Mansion House speech last night and in particular the references to the LGPS aspects of the Government’s recent Pension Review. Having recently reached the £50bn AUM milestone, we will examine the details behind the Chancellor’s announcements, and anticipate further dialogue with Government as part of the upcoming consultation process. The eleven participating Authorities remain focussed on their responsibilities to the 1.2million LGPS members and 3,500 LGPS employers within the ACCESS region.

Today the ACCESS Pool has announced it has reached £50bn assets under management (aum) mark. The Pool has seen listed assets held in its Authorised Contractual Scheme (ACS) break through the £30bn mark. The Passive mandates, managed by UBS sits at c.£12.6bn. The Alternative mandates which have been the recent focus of ACCESS, now include +£1.8bn infrastructure, +£4.7bn real estate and +£900m Timber. In our ACS, we now have five-year performance figures showing ACCESS performance of 9.04% against a benchmark of 7.82%, providing an excess return of 1.22% p.a. Six local Authorities invest funds in the ACCESS Pool property solution. East Sussex County Council, Suffolk County Council, Cambridgeshire County Council, Hertfordshire County Council and Northamptonshire County Council join Essex Pension Fund and Hampshire County Council in pooling their real estate holdings to invest in the ACCESS UK Core Fund, with an anticipated target size of £1.7 billion, and the ACCESS Global Indirect Fund, with a target size of £780 million.
