Xceda welcomes the Commerce Commission report into competition in the NZ banking sector, released today. Particularly the acknowledgment of the role that the Group 3 RBNZ licensed deposit takers (referred to as “NBDTs”) can play to increase competition. NBDTs are the 3rd group of RBNZ-licensed deposit takers – with Groups 1 and 2 being the current “banks”. The NBDT sector is not often understood and frequently gets confused with non-bank lenders and fintechs that are outside of the RBNZ framework. There are 14 NBDTs in the sector, all regulated under the prudential supervision of the RBNZ. As highly regulated institutions that already provide both deposit and lending products to Kiwis, we welcome this new focus on competition and assisting in the creation of a new “challenger bank” sector in NZ. Yesterday's decision by the RBNZ to cut the OCR by 0.25% to 5.25% caught some market commentators off guard, especially after previous statements indicated that rate cuts were not expected until early 2025. This move appears to signal the beginning of an OCR reduction cycle that the RBNZ plans to manage over the next 12-24 months. It will be intriguing to observe how the major banks respond, particularly in adjusting both their lending and deposit rates. In a declining OCR environment, banks face the challenge of balancing lower lending rates without significantly reducing deposit rates. For savers and term deposit investors, timing will be crucial in deciding where to place their funds.
