Pānui: New Climate-Focused Trade Agreement Signed at APEC in Lima, Peru Kia ora e te whānau, Te Taumata has exciting news from APEC Leaders Week in Lima, Peru, where Aotearoa-New Zealand has just signed a new trade agreement focused on climate action and sustainability. The Agreement on Climate Change, Trade, and Sustainability (ACCTS) aims to create more commercial opportunities for Māori exporters while protecting Papatūānuku and upholding our commitments to kaitiakitanga. Te Taumata’s Role Te Taumata - Māori Trade Advisory Group, was actively involved throughout the development process. We worked closely with the government to ensure that kaitiakitanga and the values of Māori exporters are embedded in the ACCTS. This collaborative approach helped shape an agreement aligned with our vision for a sustainable future. What is ACCTS? The ACCTS is a flexible trade agreement designed to grow over time, welcoming new members and expanding market access. The agreement is expected to take effect around late 2025 or early 2026, with full details to be shared soon. What Does This Mean for Māori Exporters? Environmental Goods: The agreement removes tariffs on over 300 environmentally friendly products, making it cheaper to trade goods such as solar panels, wind turbines, wool, and timber. This supports kaitiakitanga and creates opportunities for Māori exporters in the primary industries, setting a strong commercial precedent for sustainable trade. Environmental Services: ACCTS opens up access to over 100 types of environmental services, including consulting on renewable energy projects and environmental engineering. Reducing trade barriers will help Māori service providers enter new markets and share expertise in climate adaptation and emissions reduction, aligning with our kaupapa of Tūpuna Pono — ensuring we act responsibly for future generations. Eco-Labelling: The agreement includes guidelines for eco-labelling, helping producers showcase sustainable products. This benefits Māori businesses that prioritize environmentally friendly practices, supporting kaitiakitanga by protecting product integrity and values. Fossil Fuel Subsidy Reform: ACCTS introduces legally binding commitments to reduce harmful fossil fuel subsidies. This positive step supports a fairer and greener global economy, aligning with Tūpuna Pono principles as we work to create a better future for those who come after us. Looking Ahead This is just the beginning. As more countries join ACCTS, benefits will increase for New Zealand exporters, especially those in sustainable sectors. Image Tēnā koutou katoa As Māori export and trade advocates Te Taumata is pleased to announce, and congratulate the Government on securing, a trade agreement with the Gulf Cooperation Council (GCC) after 15years of stalled negotiations. This Free Trade Agreement (FTA) with the GCC marks the delivery of one of New Zealand’s long-standing trade priorities. Key Highlights of the Agreement: • Preferential Access: Once the FTA enters into force, New Zealand will become one of the very few countries—and the first major agriculture exporter—with preferential access to the GCC market, the ninth largest economy in the world. This Agreement will remove tariffs on 99% of our trade to the region within 10 years. • Complementary Deals: The NZ-GCC FTA complements the recently concluded UAE trade deal. Together, these agreements will remove tariffs on 51% of our exports to the Gulf region on Day One. • Addressing Non-Tariff Barriers: The Agreement includes provisions to enhance New Zealand’s ability to address Non-Tariff Barriers (NTBs), which have grown in significance for our exporters to the GCC and globally. • Services Commitments: The NZ-GCC FTA includes strong services commitments by the GCC, providing greater certainty for New Zealand services exporters. These transparent, non-discriminatory rules will level the playing field and ensure our exporters receive treatment no less favourable than domestic GCC companies. • Additional Chapters: The Agreement also covers intellectual property, government procurement, and sustainable development, including labour standards, women’s economic empowerment, and climate. • Sustainable Development: The General Collaboration and Sustainable Development chapter promotes sustainable development policies and outcomes, recognising the importance of using labour and environment laws for legitimate purposes. It affirms the International Labour Organisation’s Fundamental Principles and Rights at Work—a first for the GCC in a trade agreement—and facilitates cooperation on labour rights and women’s economic empowerment. • Significant Market Opportunities for Māori economy: The GCC is an increasingly important market and export destination for our exporters, with significant opportunities to enhance cooperation in agriculture, sustainable energy, aviation, and maritime sectors. The GCC economies—Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates (UAE)—are our seventh largest export market. New Zealand exports to the GCC were worth $2.6 billion in the year to June 2024. • Te Tiriti Obligations: A Te Tiriti obligations chapter is included, covering Māori rights and interests and enshrining those protections to our tikanga and mātauranga. • This tradr deal supports key exporting sectors for Māori exporters, including our agricultural primary industries exports.
