Early last month, an important energy efficiency action for all industrial and commercial facilities has been unlocked via the Prime Minister’s Decree No. 4176 of 2024. The decree establishes a clear pricing structure for natural gas supplied for power generation; both for the national power plants and private sector power plants. Hence, after almost 2 years of unclarity, now the industrial and commercial facilities can implement mono-generation or co-generation facilities at their premises with the Natural Gas tariff well-defined. In the previous 3 years, many changes have taken place regarding the Natural gas price directed to the private sector entities utilizing it for electricity generation. In 2022, and according to the Prime Minister Decree 2375/2022, the price of Natural Gas was set as USD 3/MMBTU for both the national power plants and private sector power plants. In March 2023, the Prime Minister Decree 953/2023 was published replacing the previous one; with the only change was limiting the USD 3/MMBTU to the national power plants exclusively. Since then, the private sector projects aiming to generate electricity was left without a clear pricing framework. This lack of clarity stalled feasibility studies for co-generation and mono-generation projects, and such crucial climate mitigation action was left with many uncertainties about its feasibility. Some ongoing private sector power generation plants were even asked by the Natural Gas distribution companies to pay the Natural tariffs according to the industrial tariff ($4.75/MMBTU). Under the new Decree No. 4176 of 2024, the natural gas price is set at USD 4/MMBTU for all electricity-generation facilities. With this crucial step, and after the recent increases in the electricity tariff (and the shortly expected upcoming ones), industrial and commercial facilities should strongly consider the implementation of co-generation and mono-generation projects. This will be economically feasible, and will have strong role in minimizing their scope 2 emissions, and supporting their decarbonization efforts. The Egyptian Pollution Abatement Program - EPAP III officially concluded last week, marking a significant milestone in advancing environmental sustainability in Egypt. Following its success, and led by the Egyptian Environmental Affairs Agency under the Ministry of Environment, the Green Sustainable Industry (GSI) Program is set to launch early next year. GSI, which will be implemented from 2025 to 2030, aims to tackle a broader range of environmental challenges in Decarbonization, Energy Efficiency, Circular Economy, and Compliance. With an overall budget of €271 million, GSI is supported by €210 million from EIB, AFD, and the EU, with the National Bank of Egypt as the main bank. Integral RISE is proud to have actively contributed to the preparatory phases of GSI in 2024 by developing technical assessments for 10 strategic projects. These projects address critical environmental challenges through innovative solutions, including: - Solar PV Plants - Green Hydrogen Production via Electrolysis - Sewage Effluent Treatment and Water Recycling Plants - Rehabilitation and Extension of Scrubbing Towers - Conversion of Electrostatic Precipitator Filters to Bag Filters - Upgrading Alternative Fuel Burning System with Hydrogen and Oxygen Injection to Enhance Alternative Fuel Thermal Substitution Rates The technical assessment studies focused on the technical evaluation of the projects, their financial feasibilities, and their adherence to the GSI eligibility criteria and priorities. GSI represents a transformative leap toward a greener, more sustainable industrial future for Egypt. Integral RISE has proudly delivered and moderated the kick-off workshop of the series "Aligning Public and Private for the Green Hydrogen Sector," organized by the Egyptian Ministry of Electricity and Renewable Energy together with the Egyptian-German Joint Committee on Renewable Energy, Energy Efficiency and Environmental Protection (JCEE) GIZ Egypt. The event was held on December 4, 2024, at the Renaissance Cairo Mirage City Hotel under the theme of “Green Hydrogen Fundamentals: Building a Sustainable Energy Future Together”. Integral RISE has started by delivering two insightful presentations by its Managing director Dr. Ahmad Wafiq. The presentations focused on providing a bird-view for the green hydrogen status worldwide in terms of project announcements, nature of projects that reached FID, off-take agreements, issued tenders by the private sector, and highlighting the gap between supply and demand. The presentations highlighted the latest status of EU specifically in terms of achieving their RePowerEu plan, the soon expected delegated act on the low-carbon hydrogen, and the possibility of early revising the RFNBO (renewable fuels of non‐biological origin) delegated acts. The presentations highlighted the various categories of the green hydrogen policy schemes developed by the different countries, in addition to the available financing schemes worldwide and what can be targeted by Egypt. The presentations set the scene to have in-depth group discussions afterwards in an interactive manner. The participants were divided into three thematic groups to explore value chain design, technical and regulatory challenges that Egypt needs to work on in the upcoming period. The reported results from each group will be used by JCEE to design the upcoming workshop sessions to address the identified gaps. Important Updates for the Egyptian Green Hydrogen Sector! On October 8, 2024, Scatec ASA’s Egypt Green Hydrogen project has signed an agreement with the PtX Development Fund to receive a €30 million grant, marking the fund’s first allocation in Egypt. The PtX Development Fund was created by the German Federal Ministry for Economic Cooperation and Development (BMZ) and KfW Bank, with KGAL managing the fund. Its mission is to de-risk the investments in green hydrogen via supporting projects in developing and emerging markets. Integral RISE was happy to have PtX as one of the key speakers in the #EUCD Green Hydrogen policy dialogues few months ago. PtX is a €270 million project that will support efforts in Egypt, Morocco, South Africa, Brazil, Georgia, India, and Kenya. Germany’s involvement in financing such projects is part of its broader strategy to combat climate change by promoting renewable energy development worldwide. This is a crucial milestone for the project after a previous successful one last July when Fertiglobe has secured a 6-years green ammonia offtake agreement with Hintco in Germany via the H2Global auction, in addition to a 20-year offtake agreement between Fertiglobe and Egypt Green Hydrogen. The project is now having major components in place. Scatec is the lead developer and will provide EPC services in partnership with Orascom Construction, there are off-take agreements, and there is progress towards achieving financial close by mid-2025 via support from various entities including EBRD, EIB, KfW, British International Investment (BII). #GreenHydrogen #RenewableEnergy #Scatec #PtXDevelopment #ClimateAction #Egypt
