Canada’s international education sector is facing a transformative year ahead, following a challenging 2024 marked by significant policy shifts. The introduction of study permit caps, stricter PGWP eligibility criteria, and visa processing delays have resulted in a 39% decline in study permits, with enrolment rates expected to drop by up to 40% in 2025, particularly in programs impacted by these changes. However, despite the setbacks, stakeholders remain optimistic about rebuilding and adapting. Experts highlight the importance of aligning academic programs with Canada’s evolving labour market needs, focusing on high-demand occupations, and refining institutional messaging to attract committed student cohorts. The upcoming federal elections will likely shape future immigration policies, adding another layer of uncertainty. As Canada recalibrates, organizations like Languages Canada are committed to advocating for necessary adjustments to ensure long-term sustainability. With a renewed focus on strategic alignment and collaboration, Canada has the opportunity to strengthen its position as a global leader in education. As 2024 draws to a close, let’s take a look at policy changes across popular study-abroad destinations and their impact on Indian students this year: United States: For the first time since 2009, Indian students surpassed Chinese students as the largest group of international students in the US, with 331,000 enrolled in the 2023-24 academic year. Postgraduate enrollments rose by 18%, reflecting growing interest in fields like math and computer science. However, the potential return of Trump’s administration has sparked concerns about possible stricter policies for programs like Optional Practical Training (OPT). United Kingdom: Indian student numbers in the UK saw a 23% decline, attributed to restrictions on dependents accompanying student visa holders. While the Migration Advisory Committee recommended keeping the graduate visa route intact, the UK raised tuition fees for the first time in eight years. Financial pressures on universities and policy shifts are reshaping the higher education landscape. Canada: Canada tightened its International Student Program, reducing the intake cap for study permits and adding stricter requirements like language proficiency for post-study work permits. The termination of the Student Direct Stream (SDS) further disrupted study plans for many Indian students, coinciding with strained diplomatic relations between India and Canada. Australia: Australia introduced measures to limit international student numbers, including new visa categories and stricter financial proof requirements. However, the Mobility Arrangement for Talented Early-professionals Scheme (MATES) offers Indian graduates a unique two-year work opportunity starting in late 2024, strengthening bilateral ties between the two countries. Germany: Germany announced plans to issue 90,000 visas annually to skilled Indian workers, up from 20,000, reflecting its commitment to attract Indian talent. With nearly 49,000 Indian students enrolled, Germany remains a key destination for higher education and research opportunities. As countries continually refine their immigration and education policies, the international education landscape remains both challenging and full of opportunities. Despite policy shifts, the demand for quality international education and the pursuit of brighter futures drive Indian students to explore diverse destinations.
