First I should have a strong team that have a strong bond to the company like loyalty after that I can share the resources to implement the change at the whole network with clear processes within project period and insure the change done at the maintenance window ( MDT operation ) and give the team that make the change some power to make a fast decision to complete the work or any change that should be done without interrupted the service.
