ISCTE Knowledge and Innovation Centre, together with 26 other European partners, have come together to carry out the 2-year project “XpanDH: Expanding Digital Health through a pan-European EHRxF-based Ecosystem”. The 1.97M-euro project aims to mobilise and build individuals and organisations’ capacity to create, adapt and explore the purposeful use of interoperable digital health solutions based on a shared adoption of the European Electronic Health Record Exchange format (EEHRxF). In line with the focus of the European Health Data Space on unleashing the full potential of health data in Europe, XpanDH will concentrate on leveraging an established network of networks and a vibrant ecosystem to support the adoption of the European Electronic Health Record Exchange format. XpanDH will trigger true and participatory involvement from all relevant end-users - from patients and caregivers to professionals and more – in the EEHRxF implementation and dissemination. Compounding this impact will be the consortium’s capacity to ensure the necessary flexibility and openness to manage potential changes and needs that arise from the co-creation process, to ensure real acceptance. Syed Abrar Ahmed and Ricardo Correira presented a concrete demo of the BioWallet and how Blockchain technology can support the EEHRxF. Blockhain focuses on several areas to ensure the security of the use of the format: ✔️ User control: giving the citizens the power to manager their health data ✔️ Portable: empowering patients to carry health information across different healthcare systems ✔️ Certified: ensuring the authenticity and reliability of medical information ✔️ Verifiable: allowing healthcare providers to confirm the validity of data ✔️ Traceable: enabling transparent audit logs of data sharing transactions and accesses. We are happy to propose a practical workshop to our participants who are interested in seeing how this technology works on our last day of the #DigitalHealthInteroperabilityDays.

Our second hybrid session was all about XpandH legacy and future actions on EEHRxF: 🔹 Eduardo Rodriguez presented the i2X project, which aims to showcase the intelligent implementation of the EEHRxF and to demonstrate that it actually improves patient health and care journeys. 🔹 Zoltan Dr. Lantos presented MyHealth@MyHands, a person-centred health project aiming to empower patients by providing seamless access to their health data, leveraging interoperable digital tools across EU Member States. 🔹 Anderson Carmo shared information on XiA – Xpanding Innovative Alliance, a new project set to begin early 2025. It will develop and deploy high-quality courses to help healthcare providers adopting EHDS related standards and embracing a culture of interoperability. 🔹 Finally, Andreas Neocleous presented the current state, main activities and the next steps within Xt-EHR project joint action. This session was moderated by Chloé LEFEVRE. Thank you to all in-person and online participants for their questions and engagement! 😊

💭 If the aims of most healthcare systems are to improve continuity of care, why has there been such reluctance amongst senior policy leads to invest or participate in the standardisation of consistent and comparable health data? 👉 This was an insightful keynote speech by digital health data expert Jeremy Thorp, who explained that, despite tangible progress of EU regulations in this field, it has been terribly slow. At last, the EEHRxF will help citizens to access and share their health data quickly with health professionals across Europe, within the policy framework of the EHDS. Next, we hosted our first hybrid session to discuss XpanDH results 👇 🔹 Anderson Carmo gave an overview of the XpandH achievements and results, what perspectives they bring, and how XpanDH has successfully "Xpanded" the digital health ecosystem through the EHDS. 🔹 Dipak Kalra on sustainability and future action: clinicians and patients will be exchanging information/data --> how does one define and present evidence of the quality of interoperability assets? 🔹 Petra Hoogendoorn contextualised the format and current wellness apps: how can the current wellness apps comply with EU regulations? How do we develop quality labelling in digital health? 🔹 Hans Gille explained how the xShare project ensures continuous innovation with the ecosystems. Similar to XpanDH, xShare aims to build something that will be actively used beyond the lifetime of the project. 🔹 Finally, Henrique Martins talked in depth about XpanDH recommendations and impactful results, and how this will help the Member States and the EC to best prepare for the EEHRxF. The session was moderated by Karolina Mackiewicz, Dissemination and Outreach WP leader. 💭 🤔 For our second handover day, we had the pleasure to have speakers addressing the institutional aspects of the EHDS and EEHRxF and the specificities of health data laws. 🔹 Dean of Iscte - Instituto Universitário de Lisboa Maria Lourdes Rodriguez highlighted the important role of research in shaping public policies and how the digital, technological and health sectors are strongly connected to public policy in general. 🔹 How can health data improve citizen’s lives? Member of Portuguese Parliament Jamila Madeira advocated for a safe health data space for all citizens. We must guarantee that the law acknowledges all the issues related to health data sharing (potential discriminations, etc.). Overall, health data must reflect medical needs to improve (access to) care. 🔹 Saila Rinne from DG CONNECT explained how the exchange format has been a collaborative effort between DG CONNECT and DG SANTE for many years. The EHDS and EEHRxF are paving the way for similar regulations on the global level, improving health outcomes everywhere. 🔹 Ole Norberg Gjerrestad from DG SANTE brought precisions on the adoption and implementing acts of the EHDS regulation and shared an overview of its timeline. He also explained how the Xt-EHR project joint action will provide essential technical specifications to help the EC draft implementing acts. The joint action shall provide stakeholder consultations and present key deliverables in 2025. 🔹 How can procurement help implementation? Nuno Costa explained the critical role of public procurement in the implementation of the EEHRxF by driving the adoption of standards, fostering innovation, and ensuring interoperability across healthcare systems in Europe. In other words, public procurement supervises digital health authorities and makes sure the regulations are being applied. #XpanDHandoverDay #DigitalHealthInteroperabilityDays
