This article takes a comprehensive look at the immigration changes that were announced for 2025. As you know by now, none of these changes are necessarily written in stone. With a federal election somewhere on the horizon, a lot can change, so stay tuned. Some of the changes worth highlighting: - permanent resident (PR) targets have been lowered from 500,000 to 395,000 in 2025. Further cuts are expected in 2026. - many people who receive PR status will be those already in the country, under a category called "in-Canada focus." - changes to the LMIA rules mean that people will not receive extra points for an LMIA in the Express Entry system. - the number of study permits has been slashed and spouses of students no longer have open work permits. - flagpoling is no longer allowed. This is when someone in Canada would enter the US for a brief moment, turn around, and seek immigration processing with Canadian border officials. - Canada is still accepting refugee claimaints, however, refugee sponsorships from private groups have been halted for 2025. According to a ministerial directive, Canada will not accept new parent and grandparent sponsorship applications until further notice and will focus on processing applications already in inventory. The directive states that 15,000 applications from 2024 will be processed. The goal is to admit more than 24,000 people through the parent and grandparent stream this year. Congratulations to Pace Law Founder Al Pace on receiving the Innovative Philanthropy award at the Global Lithuania Awards 2024. From the organizers: Algis Pacevičius, better known as Al Pace, is a Lithuanian-Canadian lawyer and former chairman of the Lithuanian Canadian Community’s National Board of Directors. For many years, he has contributed his expertise and network to fostering business collaboration, preserving Lithuanian identity, and advancing philanthropy. One of his notable roles is executing the wills of Lithuanian Canadians. This year, the largest-ever bequest—€4.7 million—donated by Angelė and Sigitas Kazlauskas was directed to Lithuania. Thanks to Algis’s professional stewardship, the value of this donation is expected to grow further, as it was entrusted to the philanthropic Vilnius University Endowment Fund, which will strategically support the development of pediatric dentistry, fund research, and establish a new pediatric dentistry center. Angelė and Sigitas Kazlauskas, Lithuanian-Canadian dentists, ran a private dental clinic in Oakville for 65 years, where they also provided free services to fellow countrymen, assisted children, and sent medical supplies to Lithuania. In addition, they founded a charitable organization that supported dental services over many years. This exceptional story has resonated deeply in Lithuania, inspiring Lithuanians to adopt Canadian and American traditions of philanthropy, from legacy giving to contributions to endowment funds.
