The Delhi High Court directed consumer fora in Delhi to ensure that only advocates represent litigants, barring non-lawyers unless strictly authorized under the Consumer Protection Regulations. Justice Sanjeev Narula, hearing a petition by advocates, deemed the practice of non-lawyers arguing cases inconsistent with the Advocates Act, which vests such responsibilities exclusively in enrolled lawyers. The Court emphasized that this practice undermines ethical and legal responsibilities, attorney-client privilege, and confidentiality. Notices were issued to the Bar Council of India and the Bar Council of Delhi for responses. Consumer Commissions were asked to detail pending cases involving non-lawyer representation. The Court found her claims frivolous, highlighting repeated attempts at forum shopping and misuse of resources. The costs were allocated to charitable causes. The Court emphasized deterrence against unscrupulous litigants and upheld the validity of the tribunal’s actions in the insolvency case.
