Description: On a medium blue disc enclosed by a dark blue band rimmed gold and inscribed FEDERAL EMERGENCY MANAGEMENT AGENCY in white letters, an eagle and shield as on the Coat of Arms of the Untied States, the eagle holding in his beak the dexter end of a scroll bearing the motto PACE AC BELLO MERITA in black letters, the scroll arched above and around a dark blue disc rimmed white and charged with a white equilateral triangle.

Symbolism: The eagle and shield, adapted from the Great Seal of the United States, representing vigilance and preparedness.
