About us
The DoD Military-Civilian Transition Office (MCTO) provides policy and program oversight for the Transition Assistance Program (TAP), the Yellow Ribbon Reintegration Program (YRRP), and the DoD SkillBridge Program. MCTO’s mission is to continually improve the delivery of resources, information, and assistance provided through the programs, promoting their effective and efficient support of transitioning Service members and members of the National Guard and Reserve, their families, and communities worldwide. In 2018, President Donald Trump signed the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (FY19 NDAA) into law, which significantly altered the Department of Defense Transition Assistance Program for the first time since 2011. DoD TAP is an outcome-based program that bolsters opportunities, services, and training for transitioning service members in their preparation to meet post-military goals, and should not be confused with TAPS, an acronym for the Tragedy Assistance Program for Survivors. The mandatory components of TAP are applicable for all service members who have at least 180 continuous days or more on active duty; this includes National Guard and Reserve. TAP is a result of an interagency partnership between DoD, Department of Labor, Department of Education, Department of Veterans Affairs, Department of Homeland Security, Small Business Administration, and the Office of Personnel Management. This week, MCTO’s Kathryn Feehan, Strategic Management & Program Analyst, participated in a panel at the Veteran Ready Summit in Washington, DC with representatives from 50strong, Microsoft, TransForce, and Penske to discuss the advantages of the DoD SkillBridge program. The panel focused on how the transportation industry can build a pipeline of talent using SkillBridge, resulting in a win-win for both transitioning service members and industry partners. SkillBridge is an opportunity for service members to gain valuable civilian work experience through industry training, apprenticeships, or internships during their last 180 days of service.
