Introducing Cape Town’s Ground Level Map (GLM) 2019: A Game-Changer for Development and Urban Planning: The Geospatial Section is proud to have played a key role in introducing the Ground Level Map (GLM) 2019, which sets a legislated definition for Existing Ground Level (EGL) in Cape Town. Developed in collaboration with the Land Use Management (LUM) department, the GLM is a milestone in streamlining the city’s development processes and making life easier for both decision-makers and the public. The GLM is built on two robust datasets: 2m contours and a 5m Digital Elevation Model (DEM) derived from the 2019 LiDAR data. This surface now serves as a reliable, primary method for establishing EGL over a property, simplifying how we calculate the maximum development height allowed. With this clear, legislated surface, planners foresee a significant boost in the efficiency and effectiveness of LUM processes. Faster planning approvals not only mean quicker project execution but also a welcome boost for economic growth in the City. Looking ahead, we envision the future development of a 3D City Model/Spatial Digital Twin. Having a legal, metro-wide 3D definition of EGL is crucial for laying the foundation for this next phase of urban innovation.
