New generation alone will not be enough to meet the needs of future Texans based on ERCOT’s anticipated forecasts. Improvements to the existing #energyefficiency rules have the potential to provide much-needed relief to both the grid and Texans while new generation comes online. ERCOT has increased calls for voluntary conservation across every season, not just the expected toasty summer months, and demand is expected to skyrocket by 2023. Efficiency measures, such as utilizing weatherization & more efficient HVAC systems, can significantly and reliably reduce demand on the grid at all hours, including during periods of the day where renewables are not as abundant. SPEER (and many other energy industry organizations!) submitted comments to the Public Utility Commission of Texas' energy efficiency planning questions. Among many other recommendations, we suggest reviewing ways to ensure the IOU efficiency program bonuses are rewarding BOTH energy efficiency and demand response (DR) separately!
