Another great step by our Army Leadership! As an officer with more than 30 years on Active Duty, I am so proud of my organization and leadership for continuing to take bold steps the keep our Army the greatest in the world. To keep the greatest Soldiers in the world armed with the best equipment and technology. The next challenge will be the application and execution. Exercising the interactional relationships of the Units (at echelon), the Army Capability Managers (along with Requirements Writers and CDIDs), and the PEO teams to take advantage of what our leaders have gifted us. Long list of my thoughts having served in Combatant Commands, FORSCOM, TRADOC, and AFC most recently. Broadly written requirements give tremendous flexibility—but who will shape the direction of the flexible execution? Multiple players involved with different roles and priorities and vastly different perspectives. The ACM is chartered to be the representative of every unit in managing their formations and capabilities. They are responsible for working with the Modernization Proponents (typically Centers of Excellence that fall under TRADOC) and Army Futures Command to ensure alignment with short and longer term modernization plans. PEO Program Managers and PdMs have been the interface with industry. But in many cases they may not have any current expertise in the use and application of the program for which they have responsibility. That input and expertise was provided by the ACM team and descriptive requirements which, while limiting flexibility of the PMs, offset the lack of user expertise. But at times it took >year to go from concept to approval of the requirements-during which time specifc requirements in software are almost certainly outdated. So we def need what our leaders just gave us. As we increase the interaction with units, we will still require an “arbitrator”. A Soldier in an Armor unit may see requirements very differently than a paratrooper in an Airborne unit. So input from each is valuable and from only one may be counterproductive. Real world, “living laboratory” experience is irreplaceable. Direct unit input is invaluable. But the unit is typically focused on the “knife fight in a phone booth” problem facing them right now. The unit recommended solution cannot obstruct, much less derail, the Modernization efforts. This is probably most problematic in software. We can ill afford to “accidentally” fail to leverage and maximize data, but “one off stove piped software solutions” run a high risk of doing just that when the individuals recommending, developing and providing solutions are not fully integrated across those responsible for fighting tonight and short term and long term modernization. We have an incredible opportunity to grow our software development and acquisition process on a logarithmic scale but need to dig deeply and quickly into how units interact and influence with the appropriate elements of FORSCOM, AFC, TRADOC, and the PEO teams.

“The appropriations bill released Tuesday includes a $220 million funding increase for DIU’s fielding of capabilities aimed at “addressing the most pressing combatant commander priorities,” and a $240 million boost for DIU’s fielding of technologies with programming commitments from the military services, according to the summary.” Appreciate Congress recognizing that innovation can and must be tuned to meeting combatant commanders’ pressing needs. Zero trust based secure C5ISR with joint forces, coalition entities and other partners, at the speed of tactical relevance, including real-time next generation flexible communications and data sharing are among several COCOM needs. The ability to pilot, operationally with negligible and no meaningful risk to existing environments and ecosystems exists today.
