Across the country, more than 1,300 counties have expanded existing jails or built new ones over the last 20 years—increasing capacity in U.S. jails by almost 40%. This growth has been partially fueled by jail bed rental arrangements, which allow state and federal agencies, including ICE, to rent county jail space—a move that harms communities.
