Officer and firefighter hospitalized after sustaining injuries while rescuing driver from a #submergedcar in Durham, North Carolina. Tragically, the driver later died. First responders struggled with opening windows because vehicle was mostly submerged in water. To survive, you have less than #1minute to #escape a #sinkingvehicle through its windows. When a car’s windows sink below the water line, they cannot be opened and it’s game over for most people. If you’re lucky enough to be in shallow water then you may have a chance, but windows can be very difficult to break and can put rescue workers life and limb at risk. There are numerous reasons that decks collapse, and decks do still occasionally have issues that would be considered a structural failure, but there have been significant code advancements in this regard over several code cycles. If we go back to the 2003 IRC (the first version of the IRC several jurisdictions used, following the creation of ICC), we see no added code language specifically for decks and, instead, provisions for floor framing were used. To some this may not seem like a big deal but this caused confusion - such as, how to build an attached deck (positively) in a prescriptive manner, with post and beam framing (no braced walls or shearwalls) and with no floor diaphragm for transfer shear forces into supporting elements, to name a few. The code did not introduce a thoughtful and deliberated deck design and inspection process until the 2012 IRC, with Section R507 being dedicated to deck framing and it was a whopping 1 or 2 pages. Also, know that code development works very slllooowwwlllyy and it needs to be that way. Fast forward to the 2021 IRC and Section R507 contains several pages that provide a prescriptive way to build an attached deck with post and beam framing and no floor diaphragm. It addresses: -positive attachment for gravity and lateral loads -protection from decay and corrosion for wood and metal/steel fasteners and connecters -heights of columns -footing sizes -decking materials -guard attachments -illumination for exterior stairways from decks -and much more! Also, even so far back as the 2003 IRC, some jurisdictions have created handouts and tip sheets to help homeowners and contractors. If you live in the greater Seattle area, MBP (mybuildingpermit.com) has some great resources to assist you with obtaining a permit for a deck in jurisdictions who are part of MBP; including a 6 page tip-sheet that takes much of the work out of it for you. I've posted "Unsafe to Occupy" tags on numerous decks built without permits or that were near failure; much can happen with a deck in a short period of time due weather exposure. My recommendation: obtain required permits and have the necessary inspections to lower the potential for these issues from occurring. In a majority of cases, deck failure potential can be minimized in newer homes and when rebuilding a deck on an older house.
