Merry Christmas! 🎁 NAVADMIN 256/24 has just been released, announcing the Navy's implementation of the Integrated Primary Prevention Workforce (IPPW). This groundbreaking initiative represents a significant step forward in how the Navy approaches prevention and readiness. Key highlights: • The IPPW will help build tough and resilient teams ready to fight and win by supporting commands in creating healthy command climates • Full implementation by FY28 will ensure coverage for all commands conducting Command Climate Assessments • Introduces a three-tiered approach (Strategic, Operational, and Tactical levels) to deliver comprehensive prevention support • Creates specialized positions including Integrated Prevention Coordinators (IPCs) and Embedded IPCs (EIPCs) for both shore and afloat commands As part of the Navy's Culture of Excellence 2.0 foundation, the IPPW will work alongside Command Climate Specialists, Command Resilience Teams, and other stakeholders to strengthen our Navy's prevention ecosystem. What makes this special? It's the Navy's first holistic, data-driven approach to preventing harmful behaviors before they occur. We're moving from reactive to proactive, using research-based strategies to enhance protective factors and address risk factors that impact our sailors and commands. At #SOFWeek, United States Department of Defense officials highlight the importance of #People and #Partnerships. "Collectively, our single most significant strategic asset is our ability to work together," The Joint Staff told the crowd, adding that such work requires repeated #engagements, increasingly complex exercises and numerous training evolutions. Delivering back-to-back #SOFWeek2024 remarks followed by brief Q&A sessions, Air Force Gen. CQ Brown, Jr.; and Christopher Maier, assistant secretary of defense for special operations and low-intensity conflict, emphasized the value of U.S. joint special operations forces working with partner-nation #SOF communities, the defense industry and academia to tackle the challenges our nation faces. The 688th Cyberspace Wing operates in a highly competitive landscape, with the #cyber domain being a critical factor in the #GPC. By calibrating #tactics and #procedures, the 688th Cyberspace Wing made a deliberate move towards greater effectiveness, reduced errors, and faster turnaround times. This translates to increased mission assurance, improved user experience, and ultimately, a stronger position in the GPC. “Our unit seized the opportunity to formalize Standard #Operating Procedures (#SOPs), ensuring clear definitions of #roles and #responsibilities between the support squadron and the #mission squadrons,” said 1st Lt. 𝙂𝙚𝙣𝙚𝙧𝙖𝙡 𝘼𝙡𝙡𝙫𝙞𝙣 𝙈𝙖𝙠𝙚𝙨 𝙩𝙝𝙚 𝘾𝙖𝙨𝙚 𝙛𝙤𝙧 𝘾𝙝𝙖𝙣𝙜𝙚 - 𝙖𝙣𝙙 𝙒𝙚 𝙈𝙪𝙨𝙩, 𝙏𝙤𝙤! The Air Force has reoptimized several times - from War, to the Cold War, for unipolar events, to violent extremism. Now we must reoptimize to meet the Global Power Competition (GPC). In some cases, members of Congress and the general public don't under this critical need for change.  However, consequences aren't acceptable if we don't! The landscape of warfare has shifted, and the US Air Force needs to adapt to this new reality. Here's why reoptimization for "𝘎𝘳𝘦𝘢𝘵 𝘗𝘰𝘸𝘦𝘳 𝘊𝘰𝘮𝘱𝘦𝘵𝘪𝘵𝘪𝘰𝘯" is crucial: * Shifting Threats: For decades, the USAF focused on counterinsurgency and counterterrorism operations. However, the rise of peer competitors like China and Russia demands a different approach. These nations possess advanced militaries that can challenge US dominance in air and space. * Deterrence and Readiness: The goal is to deter conflict, but being prepared for war is essential for achieving that. The capabilities that worked against insurgents won't suffice against sophisticated militaries. Reoptimization ensures the USAF has the tools to deter aggression and win if necessary. * Evolving Warfare: "Great Power Competition" involves competition across all aspects of national power, including space. The USAF, along with the Space Force, needs to be prepared for this broader conflict that extends beyond traditional air combat. * Legacy Systems: While the USAF boasts a powerful arsenal, some equipment and strategies might be outdated for the current threats. Reoptimization allows the USAF to prioritize modernization and ensure its forces are equipped to handle the challenges posed by major powers. As threats around the world continue to evolve, Airmen must be ready to face the challenges that follow. From 21-26 April, 540 participants gathered for Readiness Challenge X at Tyndall Air Force Base, Florida. This year’s six-day challenge not only tested readiness, but also strengthened interoperability. Readiness Challenge X comes at a critical time, as the DAF looks towards re-optimization. “U.S. Airmen are training to deter and win in the current environment of Great Power Competition,” said Lt Gen Tom Miller, USAF Deputy Chief of Staff for Logistics, Engineering, and Force Protection. “Readiness Challenge provides the perfect opportunity for Airmen to put their wartime skills to the test as they navigate unknown challenges each day of the competition. Developing critical thinking skills in training ensures we are adaptable in the face of evolving threats in contested environments,” he continued. 𝐓𝐡𝐞 𝐌𝐚𝐫𝐢𝐧𝐞 𝐂𝐨𝐫𝐩𝐬 𝐈𝐧𝐧𝐨𝐯𝐚𝐭𝐞𝐬 𝐭𝐨 𝐑𝐞𝐭𝐚𝐢𝐧 𝐓𝐨𝐩 𝐓𝐚𝐥𝐞𝐧𝐭 𝐢𝐧 𝐒𝐞𝐫𝐯𝐢𝐜𝐞 The United States Marine Corps is actively transforming its retention strategies to keep talented Marines in service, addressing a longstanding issue of high turnover rates among first-term enlistees. Through the "Talent Management 2030" initiative, the Corps is overhauling outdated retention practices with modern approaches tailored to today's needs. This includes extending the reenlistment window to 21 months before contract end dates, allowing Marines and their families more time to plan their futures. Significant updates include the establishment of a Pacific-oriented cell designed to support Marines stationed in strategically critical areas like Hawaii and Japan. The Corps is also digitizing the reenlistment process, making it easier for service members to navigate their options and submit reenlistment packets from personal devices. These initiatives are already showing success. The Marine Corps reported achieving 114% of its first-term reenlistment goal this fiscal year, marking a historic achievement not seen in over a decade. By focusing on retaining higher-quality Marines, identified as "Tier 1," the Corps is working to create a more experienced and capable force, essential for adapting to modern warfare demands. The shift from a "recruit and replace" model to an "invest and retain" approach reflects a recognition that retaining skilled personnel is crucial in an era where the military faces a recruiting crisis. Black, underscores the importance of this survey in collecting key data on unit climate, harassment, and discrimination. The insights from DEOCS feed into the Comprehensive Integrated Primary Prevention Plan (CIPP), which addresses specific needs at each installation. The Integrated Primary Prevention Workforce (IPPW) then carries out this plan within local communities, aligning with the DoD's mission to prevent harmful behaviors and enhance organizational climate.
