Port Recovery Update 7.10.24 Noon The PCT held a call this morning for port recovery efforts: 1. All ports are open with restrictions (MSIB with restrictions described attached). 2. The Army Corps is processing surveys from yesterday and conducting additional surveys today and tomorrow. Draft limitations will be re-evaluated as surveys are reviewed. 3. Nighttime transits for Galveston, Texas City, and Houston will be tested tonight. 4. VTS remains at limited capabilities due to extensive damage to sensors at Lynchburg and Morgan's Point. Traffic will be limited to ensure safe traffic patterns. 5. Facilities still need to submit their checklist or complete the checklist. a. The main issue is missing Box 4. Soundings. Per USCG, the facility can use any method the facility feels comfortable with, but there must be some method used and explained in the comments. If you only list the draft of the dock without the method of measuring the current draft, the form will be rejected. USCG may or may not require official hydro surveys based on the response. b. Did you know.....that EVs are actually LESS likely to catch on fire compared to traditional (or ICE) vehicles? Despite the noise in the media, various surveys concluded that EVs represent FAR LESS of the overall vehicle fires reported. Per BILLION MILES driven, there were 55 ICE vehicle fires compared to just 5 EV fires. And EVs exhibited 61 TIMES FEWER fires per 100,000 sales than ICE vehicles. All of that is backed up but the City of Phoenix Assistant Fire Chief Tim Kreis. It was awesome to learn about how proactive and forward thinking Tim’s team and the City of Phoenix has been with these new trends. One more short piece before Association of Defense Communities (ADC) Installation Innovation Forum #IIF24 starts next week. Why is base planning struggling to keep pace with rapidly shifting battlespaces? The UFC’s primary concern remains “facility and infrastructure development” rather than charting innovative responses to the fact that “the primary characteristics of modern and future operating environments are accelerated decision making and rapid operations.” I think that means we all need to stop assuming that every need can or should be met with a building.
