Lots of great information in this paper on the economics of housing, including elasticity of supply, stocks and flows etc. And I quote, "It is often assumed that planning regulations significantly hinder new housing supply, but the Australian evidence is actually mixed regarding the extent to which planning has a negative impact on new supply... Developer behaviour can affect the flow of new supply on to the market, but this aspect of the production process does not receive much attention in Australia’s policy commentary."
