The headline, "Ontario's PHIPA rules need updating, experts say" drew me to the appended article about advanced uses of health data. My sense is that the allowance for de-identification without consent and the IPC's Decision 175 accomplish most (but not all) of what the panelists desire. I suppose the call for amendment could mean replacing the IPC extra-legal guidance in Decision 175 with hard statutory rules, which would be good for transparency and predictability. This must be one of the most important in-Ontario privacy issues, so do have a read.
