Lists are not leads. The reason they are not "leads" is they are not qualified in terms of a demonstrated need or expressed interest. My firm has never had to prospect and never will. I personally have done no prospecting in at least 10 years. In the modern age, buying so-called lead lists and cold prospecting is the most amount of work for the least amount of result and it relies more on luck than skill. If you want leads, attend events. Post on LinkedIn. Reply to posts. Ask for referrals, ask for introductions, develop indirect sales channels, farm your existing customer/client base, but don't buy lists. And PLEASE, don't spam people.
