Africa’s oil producers have encountered funding restrictions from traditional western backers, including multilateral institutions whose rules increasingly bar them from oil and gas investing. The World Bank stopped financing upstream oil and gas projects in 2019 while the African Development Bank, which has the US as its number two shareholder, does not put money into fossil fuel projects.
El Maayergi, however, insisted that “Africa’s context is totally different from what you find elsewhere” because its resources had not been fully developed and it had made only a minimal contribution to climate change.

South Africa is seeking to renegotiate a deal with the Climate Investment Funds (CIF) to delay the closure of three coal-fired power plants, which are among the country's biggest polluters. The plants are owned and operated by Eskom, and the government is citing energy security concerns for the request. The original agreement was part of a $9.3 billion climate pact and a $40 billion program known as the Just Energy Transition Partnership (JETP).
The development has raised concerns among South Africa's JETP investment partners, who remain supportive but are worried about the ramifications of delays in closing coal plants. South Africa relies on coal for 80% of its electricity. The renegotiation may have implications for the country's climate finance package.

Canada ranks worst in the G20 for providing public financing to oil and gas companies. Most public financing provided to the fossil fuel sector is done by crown corporation Export Development Canada.
