The repeated failures in Delhi's liquor supply chain management seem to reflect poor decisions by excise officials. The #TCS company, which had maintained the #ESCIMS portal for the #delhiexcise department for nearly ten years, have been discontinued without ensuring an equally effective replacement system. The Delhi excise department has been struggling to onboard the e-Abgari portal as a replacement for the TCS-led ESCIMS, but there have been repeated failures and frequent shutdowns in recent months. The situation has worsened in September 2024, when the portal is down for nearly three weeks due to maintenance issues. This has caused a significant demand-supply gap for the operation of 684 #retail #outlets and over 1,000 #on-premises establishments in Delhi. There is no doubt that such a situation encourages inter-state smuggling and unlawful activities. Hopefully, the Delhi excise department will resolve the portal issues as soon as possible before the start of the season. #delhiexcise #delhigovernment #excise

NEW EXCISE POLICY UPDATE 2024-2025 The Punjab cabinet has recently approved the excise policy for 2024-25, with the goal of achieving a historic revenue of over ₹10,000 crore from liquor sales. Here are the key highlights from the policy. 1. Retail Sale Licenses (L-2/L-14A): ^ Fresh allotment of licenses through a Draw of Lots ^ Strategic reduction in group size for licenses ^ Introduction of an adjustable license fee for streamlined processes. 2. Country Liquor Quota (PML): ^ Increased by 3% (approximately 8.286 crore proof liters) compared to the previous year ^ No price increase for Country Liquor during this period. 3. License Fee Reductions and Rationalization ^ L-1 License Fee reduced significantly from ₹5 lakhs to ₹25,000 ^ Expected decrease in Imported Foreign Liquor (IFL) prices due to fee structure rationalization ^ Security amount reduced from 17% to 15%. 4. Regulations and Safety Measures: ^ Mandatory adherence to regulations, including EPF/ESI, fire safety, and building codes ^New mechanism: Breaking used liquor bottles at marriage palaces under Excise Inspectors' supervision to combat counterfeit liquor. ^Bar licensees must provide alcometers for voluntary alcohol level assessment and display responsible drinking signage with the message "Be Safe-Don't Drink and Drive". SIMPLE & STRAIGHT EXPLANATION Why the CM & Dy CM of Delhi were arrested by CBI and ED? What were the real issues in liquor scam in Delhi? Politicians go to any extent to forgo revenues to the Govt and channelise them to themselves. Could not believe that such things can happen. ‘old liquor policy of Delhi’ 750ML Wholesale Price ₹166.73 Excise Duty ₹223.88 VAT ₹106.00 Retailer commission ₹ 33.39 MRP ₹530.00 New liquor policy of kejriwal implemented in March 2022 , 750MLWholesale Price₹188.41 Excise Duty ₹ 1.88 VAT 1% ₹ 1.90 Retailer Margin ₹ 363.27 Additional excise ₹ 4.54 MRP ₹560.00 Thus, in the old liquor policy, the government's earnings on a bottle = 329.89 and in the new liquor policy only 8.32. That is, a loss to the government of ₹ 321.57 per bottle from the new policy. In the old policy, the retailer's commission would be 33.39 whereas in the new policy the retailer's commission was Rs 363.27 for a few months , i.e. profit to the retailer of ₹ 330.12 per bottle. Looking here, it is clear that the retailer benefits almost as much as the government suffers per bottle, but a little more than that. Now one can understand that by making a clever new policy of Susu & Keju, how much benefit has been given to the Manufacturers/Retailers..... Now how did this benefit reach the manufacturer, then in the new policy, the manufacturers were allowed to open shops in retail (which was wrong as per the rules). Now look at the sales figures too. In the old policy where the sale of liquor was = 132 lakh liters per month, then in the new policy, the sale of liquor per month = 245 lakh liters. To increase this sale, the drinking age has been reduced to 18 years and time has been increased till 3 am !!! Dry days have been reduced from 31 to only 3 days..... so that alcohol consumption is maximized . Now you must have understood that how big and a huge scam this is and how much money Susu& Keju Caucus has earned, due to which the Chief Secretary had to ask LG for CBI investigation..... This is the condition of the party which came to power with a thumping majority claiming to eradicate corruption from politics. But skeletons falling out of their cupboard _*Whoever is corrupt, should not be spared*_

Chandigarh Excise Policy 2024-25 "Acknowledging Premiumisation" Chandigarh excise department has reduced IMFL quota by one lac case adjusting these numbers by increasing the quota of BIO/imported liquor by one lac cases. The number of retail vends has been reduced to 84 from 95. Learning from a year long lesson of unsold retail vends even after inviting bids for 5 - 6 times, CITCO ( a Chandigarh govt corporation) has been asked to be ready to run the unsold shops, which clearly indicates and substentiates the statement of retailers union that unless there are corrections in the Excise duty and VAT, situation shall remain same as last year. In the entire last financial year, Chandigarh liquor business remained a marginal profitable ( most of the retail ended up in losses) due to 1% Excise duty and 1% VAT formula of neighbouring PUNJAB. This looks like another confrontation between the department and retailers in totality.

The enforcement drive targeted five illegal liquor vending points simultaneously. Meanwhile, officials confiscated 46.875 liters of foreign liquor and 45.05 liters of beer. Furthermore, authorities seized approximately 60 liters of illicit Mahua liquor. Moreover, a separate operation in Ghatshila and Baharagora yielded substantial results. Haryana Excise Policy 2024 -25 Announcement made Detailed policy is awaited. Highlights 1. Aims to increase revenue from Rs. 11,750 crores to Rs.12,000 crores. 2. No. of retail outlets to remain the same as 2400. 3. The excise duty on country liquor (50-degree proof) has been increased from ₹78 per proof litre to ₹82 per proof litre, and the duty on metro liquor (65-degree proof) has been hiked from ₹90 per proof litre to ₹95 per proof litre for. The duty on IMFL brands with an ex-distillery price in the range of ₹1,051 to ₹3,500 per case has meanwhile been increased by ₹5 per proof litre. 4. The bottling fee for beer supplied within Haryana has been increased to ₹12 per bulk litre from ₹11 per bulk litre, while the bottling fee for beer supplied outside Haryana has been increased to ₹1.50 per bulk litre from ₹1 per bulk litre. 5. The state government has also increased the assessment fee on imported foreign liquor from ₹75 bulk litre to ₹85 per bulk litre for wine, from ₹50 per bulk litres to ₹65 bulk litres for beer, and ₹100 per bulk litre for whisky, marking a change in the way the fee is calculated for the latter, from the earlier proof-litre.
