Here are 20 points of mitigation for sailors to address electrical hazards at sea: 1. Conduct regular electrical system inspections. 2. Implement lockout/tagout procedures. 3. Ensure proper grounding and bonding. 4. Use insulated tools. 5. Maintain clear labeling of electrical panels and equipment. 6. Monitor and control humidity levels in electrical spaces. 7. Install residual current devices (RCDs) where applicable. 8. Provide comprehensive training on electrical safety. 9. Establish emergency response drills for electrical incidents. 10. Conduct thorough risk assessments before electrical work. 11. Verify equipment is de-energized before maintenance. 12. Implement a permit-to-work system for electrical tasks. 13. One of the most valuable skills I learned as an Air Force pilot was the importance of positive two-way communication. Our C-17 crew would acknowledge the landing gear multiple times before landing, and then validate again with a checklist. We did that because landing without the gear down is a really bad idea. However, we didn't require positive two-way communication for everything because important steps might get lost in the noise.   I've seen software programs struggle with this issue on both ends. Important activities are assumed complete without two-way communication. On the other end, teams communicate everything to a point where nobody is paying attention to any of it. FAA Published Final Rule: The Foreign Air Operator Certificates issued by a Regional Safety Oversight Organization (RSOO) Final Rule SUMMARY: This amendment will allow the FAA to review and, if acceptable to the Administrator, recognize as valid air operator certificates issued by a Regional Safety Oversight Organization to foreign air carriers when the State of the Operator is a member of that Regional Safety Oversight Organization, for purposes of evaluating foreign applicants for operating specifications.
