Key efforts include regional #DPI pilots, capacity-building workshops, and expert guidance on digital identity, #AI, data governance, and cybersecurity. https://lnkd.in/ebNqMs63 A good read, this article outlines the need to underscore collaboration in #publicprivatepartnerships Historically, these have been in place for years, and are foundationally sound in improving communication, and overhauling large-scale initiatives to promote security awareness, from #AI and #ML to the ‘menace of #disinformation’. “Government must fulfill its responsibility in this partnership. All too often, the phrase public-private partnerships has encouraged more cooperation from industry, with little movement by government. Given the rapid pace of change across the digital landscape and our adversaries’ intensive efforts to leverage digital technologies to undermine confidence in the United States, that dynamic needs to evolve.” But when it comes to the Defense Industrial Base (#DIB) for example, especially for small businesses, focusing on strategic direction around the use of #AI and #ML #technologies, and deflecting the annoyance of disinformation, it seems like these advancements and challenges are not currently prioritized as they could be, and are forced to stand in line behind the conundrum of implementing DoD’s impending #CMMC regulatory requirements. Jennifer Ewbank adds that “beyond funding and regulatory adjustments, which are welcome, government can act as a catalyst for innovation, facilitating access to resources, streamlining bureaucratic processes, and creating incentives for technology companies to invest in research and development that complements national security priorities.” So how can we help accelerate the catalyst collaboratively with urgency and efficiency? Actual implementation guidance, beyond awareness and which is largely missing in current collaborations, is the key to #traction and accelerating adoption. We’re looking forward to bringing more awareness around what largely seems to be this missing piece of the puzzle, and welcome both agency and industry collaboration in mapping it out for our most valuable and innovative protectors: small businesses in the DIB. With the Belgian Presidency of the Council of the European Union 2024 nearing the end of its tenure, we are preparing for the Hungarian Presidency to take over the Council of the European Union, especially against the backdrop of the European Elections in early June. The next 6 months are key for the #EU’s future. Here are a few of our key priorities that we would like to see addressed in this presidency: #Competitiveness: The Hungarian Presidency ought to focus on strengthening the EU’s competitiveness and resilience, to shore up the EU’s leadership in digital and technology innovation. #Implementation: Ensuring business confidence, especially for nascent innovators, will be key and necessitates clarity over implementation if the EU is to remain competitive and successfully digitalize. #Connectivity: A potential revision of the European Electronic Communications Code should be based on a careful evaluation ofpossible “market failures” and needs to prioritize smart de-regulation instead of over-regulation, ensuring a clear and tech-neutral framework. #Cybersecurity: Bolstering Europe’s cybersecurity remains essential, and the Hungarian Presidency should ensure a coherent regulatory framework and effective cooperation between the bodies foreseen in legislation such as the NIS2 directive and Cyber Resilience Act. #AI: The AI act is a big step forward for the EU but focus needs to shift to guaranteeing its smooth implementation and ensuring that the AI Liability Directive is “fit-for-purpose”. Pleased to provide content to Foreign Investment Watch regarding another vitally important #nationalsecurity development: an #executiveorder and #DOJ #ANPRM on securing US persons' #sensitivedata from exploitation by adversaries using #AI. The EO is not really surprising if you have been paying attention. The US Government has been signaling increasing worry with the risk posed by exploitation of bulk data by large AI models for awhile. But the reality and impact of the EO and forthcoming regulations is definitely a big deal and will feel like a surprise to industry (by which I mean any company that handles bulk US person sensitive data). In total, the EO and ANPRM mark a significant, complex expansion of national security authority to bulk US person sensitive data, with many elements that merit analysis and comment. But three macro observations that stand out to me are that the EO and ANPRM: 1. Will establish a de facto export control regime/sanctions regime applicable to bulk US person sensitive data. The regime is targeted at “covered persons” associated with “countries of concern”. But because of worry about retransfers of data to covered persons and because covered persons may be active inside the US, the compliance risk implications will be broad. 2. Will establish in regulation #NIST-based information security standards as the baseline requirements for securing bulk US person sensitive data. This will significantly impact industry benchmarks and expectations. 3. Track the language and themes of the recent US DOC BIS proposed rule requiring US Infrastructure as a Service providers to implement diligence and security compliance to prevent exploitation of large AI models by foreign adversaries. Conceptually, that proposed rule bookends with this EO/ANPRM. The IaaS rule seeks to deny adversary access to large AI model capabilities. This EO/ANPRM seeks to deny adversary access to US person sensitive data that they could exploit with such large AI models. The EO and ANPRM will affect a very large number of companies—any company that handles bulk US person sensitive data, which includes many or most companies in the IT, finance, hospitality, communications, healthcare, and retail industries (to name a few). The ANPRM contemplates carving out certain categories of data transfers in an effort to reduce business impact. But even here, many of the carve outs require implementation and independent validation of NIST-based security standards, which are likely to become industry benchmark expectations that significantly exceed current security practice in most companies. #cybersecurity #riskmitigation #nationalsecurity
