APC candidates preparing to submit your application to become a Chartered Surveyor with RICS? Before you hit submit, don't forget to gather your Proposer and Seconders! As a reminder, RICS requires all APC candidates to have one proposer and two seconders who can vouch for their professionalism, expertise, and character. These individuals play a crucial role in supporting your application and ensuring you meet the required standards for RICS membership. The proposer and seconders all must be MRICS or FRICS (they can be a friend or family member as long as they are an RICS member). At least one out of the three need to be from a separate organisation with the candidate. Counsellor can also act as proposer if they are happy to! Great to be part of the newly formed RICS Commercial Property Professional Group Panel (PGP) today. The PGPs have been established to bridge the gap between RICS staff team and professional members. Just a gentle reminder to all RICS (Royal Institution of Chartered Surveyors) APC candidates about the misuse of RICS designations on social media, e.g., LinkedIn. As posted by Archana Dutt last year “Under the Royal Charter and Bye-laws of the RICS the only designations that are allowed are MRICS, FRICS and AssocRICS and these must only be used by qualified members”. Sometimes we see APC candidates using things like MRICS-APC, or RICS(APC) and other examples like this after their name together with their academic qualifications. As Archana Dutt stated: “You can’t do this. All assessment candidates, trainees, and students are not allowed to use the letters RICS after their names in any way. If you need to describe your status with RICS (for example if an employer or a client wants to know this) you must be careful to do so accurately. In order to comply with the Rules of Conduct you must make sure you do not mislead anyone into thinking you are qualified by RICS before you’ve earned that qualification. Assessment candidates/Trainees/Students are also not entitled to use the RICS logo on their social media profiles”.

EW ESTATES - RICS For sometime I have posted and commented regarding the situation myself and my family find ourselves in as a result of the negligent service provided by a RICS member and also the widespread failings of the RICS. You might ask as others have, why so many months later am I still focusing efforts on bringing the RICS to justice? Well there are two main reasons. Firstly, for many years we have been saving to be able to provide for our Autistic daughters future, but these savings have been wiped out having to be spent on essential building work required to rectify issues that were never reported in the negligent survey we received. Whilst this may be yesterdays news for the RICS and its members, the consequences of the RICS inability to regulate and the subsequent actions of one of its FRICS, will be felt by my family for the rest of our lives. Secondly, I believe that the public need to understand that when things go wrong which they will from time to time, that the RICS will do absolutely everything in its power to avoid any involvement or responsibility whatsoever. We are not alone in our experiences and the current self-regulating model that the RICS cling on to so tightly to protect and avoid external scrutiny must change. The RICS have advised us that they will no longer communicate with us and have also stated that “No legal duty of care arises between RICS and persons raising concerns in respect of regulatory investigations, and the general rule established in the authorities is that a private law duty does not arise in circumstances such as these” and that “it does not have any statutory power to award or obtain any compensation or redress”. Whilst from a legal perspective what the RICS have stated regarding their duty of care may or may not be correct (time will tell), I would however welcome any comments or thoughts as to whether morally the RICS should make amends for its failures as a regulator.

Since the RICS started, the entry and assessment for membership process has probably changed many times, the recent review was in June 2024. The review found the current RICS assessment model was introduced in the mid-1990s and it has served RICS well. However, to remain fit for purpose, RICS assessments must evolve to keep pace with changes in current practice and legislation, and modern qualification and educational practices. Standards and assessments must be clearly articulated, consistent, fair and valid. The recommendations say. The RICS should introduce a progressive, modular assessment model, that includes the following. 1 A new competency framework with clearly defined learning outcomes and assessment criteria. This will provide explicit threshold benchmarks statements of what a qualified chartered surveyor (MRICS/FRICS) and Associate member of RICS must know and be able to do in practice. 2 A range of pathways, recognising the variety of surveying disciplines. Pathways should set out the essential skills and attributes for each discipline, be developed by RICS member experts and should not over-specialise at the point of entry. 3 A progressive, modular approach to assessment, including a range of assessment methods, to ensure consistent, accessible, fair and valid assessment outcomes. 4 A clear and inclusive single point of entry. Every candidate should be able to access the RICS assessment. Eligibility exemptions should be given in recognition of relevant industry experience and/or prior learning, including for holders of an RICS-accredited degree. The review found the current model to be designed in a way that is vulnerable to subjectivity and not wholly conducive to diversity, equity and inclusion, the process was confusing, with practical issues with assessment delivery. Years ago The AMS Initiative founder wrote to RICS asking for candidate diversity stats, she got no reply, it was hard to get in then and panels were people who looked the same, this has changed. Since the last review is 34 years old, the entry and assessment review and proposed change is important, it will impact surveyors today and those who aspire to qualify one day.
