The Complex Capital Stacks of Re-Industrialization The latest from Bruce Katz, Bryan Fike and Chloe Chai highlight how the U.S. semiconductor manufacturing revival represents a significant industrial transition driven by a diverse investment and governance strategy. Federal incentives under the CHIPS Act play a central role, bolstered by substantial state and local contributions alongside private investments from companies such as Intel, Micron, and TSMC. Key points include: ➡️ Public policy, particularly the CHIPS Act, as a catalyst for large-scale industrial projects. ➡️ A diverse capital stack integrating federal, state, and private funding to finance not only fabrication facilities but also critical infrastructure, workforce development, and research. ➡️ A model of collaboration between government and industry, showcasing how governance and strategic investments can revitalize critical sectors. Todd Fisher, Chief Investment Officer of the CHIPS Program Office joined Colossus’ Business Breakdowns Podcast to discuss recent proposed funding announcements – what’s different about CHIPS compared to other government programs – and the north star through which we make investment decisions. You can listen to the full episode by clicking on the link under the below highlights: “We’re not looking for dollar returns; we’re looking for economic and national security returns on our investments.” “We will be the one region, there might be some others, but the one region that truly has capacity on leading edge from almost every major player. We’ve already had announcements from Samsung, Intel, TSMC, Micron – there is no other country that has more than two of those players that is meaningfully active.” “We do have very significant engagement with these companies. We are really trying to understand what their strategies are, what their pain points are, and what they can and can’t accomplish and what their success is going to be dependent on. We spend a lot of time trying to determine as best as you can, what demand for this facility and output is going to be. And then we all recognize, and we need to recognize, we need to be commercial about this. This is a cyclical industry. Things change. These are complicated projects.” Listen here: https://lnkd.in/exQrrsZZ
