“It always seems impossible, until it is done” (Nelson Mandela) At this time each year, I reflect on a project that seemed beyond impossible. The project was to “stand-up” two temporary hospitals in 21 days for a wave of Covid-19 patients anticipated to peak in late April 2020. The project started Monday, March 30, 2020 (day 1). The hospitals needed to be planned, coordinated with external agencies and the local hospitals, locations accessed for feasibility, hospitals designed, drawings and specifications developed, building materials procured, sites built, hospital equipment procured, and systems tested. The date for turn over to hospital staff was Monday, April 20, 2020. All work had to be properly authorized, inspected and documented. Thus began a continuous operation, taking place 24 hours/day and 7 days per week for 21 days. Anyone that works in design and construction knows that this is a nearly impossible expectation. But this team managed to get it done! There were many challenges to overcome: forming a large multi-disciplined team in under 24 hours and then requiring that team to operate at the highest possible level of efficiency from day 1; a constantly evolving design with construction proceeding in parallel, input from the many parties involved, supply chain issues across the country, site specific challenges and the ongoing health risk that the virus presented to the hundreds of individuals working on the project. The success of the project was largely due to the character and experience of the people involved. Every firm, and every person involved became 110% committed from day 1. There were also highly effective management techniques that proved essential in delivering the project. These techniques can be credited to the military personnel, ex-military and disaster relief personnel engaged on the Project. In general, the techniques fostered partnering, clear lines of communication, accountability and urgency. I learned the importance of establishing a daily “battle rhythm”, sharing information for “situational awareness” and how to properly pivot a team when we were “overcome by events”. In my 30 years of engineering work, this project stands above all other projects in terms of overcoming self-doubt and conquering delivery challenges. For those that were a part of this project, I hope you take time to reflect on what was accomplished in those 21 days and apply that experience to your current work and life challenges. On this 4-year anniversary of the Project, a sincere thank you to those that put aside everything else in their lives for those three weeks!
