In response to the tragedy, June 24-26 have been declared days of mourning in Dagestan, with flags at half-staff and the cancellation of entertainment events. Investigation and Security Measures Russia's Investigative Committee has launched criminal investigations into the "acts of terror." While no group has claimed responsibility for the attacks, law enforcement sources indicated that two of the attackers were the sons of a local district head, now detained. In Derbent, both the synagogue and church were reported set on fire during the assault. Context and Broader Implications This incident comes on the heels of a devastating attack three months prior, where 145 people were killed in an Islamic State-claimed attack on a concert hall near Moscow. Two significant news stories about the 22 March 2024 attack on Crocus City Hall in Moscow were published this week. The first report covered statistics revealed by a judgment by Basmanny District Court on extending the detention of four suspects. According to the judgment, 1,700 have been questioned as victims; 800 are witnesses in the case; and 20 people are accused of some form of involvement, of which 18 are in detention facilities and two have been released on their own recognisance. The second report covered the investigation into those two who have been released — both of whom are employees of Crocus City Hall who face criminal charges of negligence over the attack. The Investigative Committee has blamed them for fire escapes at the venue being blocked, which resulted in a higher casualty count. According to official statistics, 145 people were killed in the attack, of whom nearly 80 were killed by fire or smoke inhalation. The employees deny the charges, claiming it was the gunmen who blocked access to the fire escapes. A shocking incident unfolded in Pakistan's southwestern Baluchistan province recently, making not just national but global headlines. Gunmen abducted and later killed nine bus passengers after setting up a highway blockade. Two more were murdered earlier when a vehicle refused to halt. This series of violent acts points to a far greater problem in the region, the issue of insurgency. As we grapple with the unsettling news, our pain resonates with the locals living in fear and uncertainty. We extend our deepest sympathies to the victims' families and stand united with the provincial government in these trying times. Prime Minister Shehbaz Sharif was prompt to condemn these atrocious acts of terrorism, giving his reassurances to support the families affected and promising determined action. While progress is being made in controlling the insurgency, repeated events have shown that the situation is far from completely under control. Morning Folks, In my latest article for Policing Insight I outline how we are living through an increasingly obvious coming together of 'bad actors' who are involved in terrorism, organised crime or hail from malign states. These nefarious individuals, who have much in common, are finding each other, working together, and making the world a far more dangerous place. The U.S. Secret Service’s National Threat Assessment Center released a new guide last month designed to help state and local law enforcement develop programs to prevent targeted violence in the United States. This guide outlines how state and local law enforcement agencies can develop behavioral threat assessment units (BTAU). These units are specifically designed to identify, assess, and intervene with individuals identified as posing a risk of violence. The guide lists six steps for creating and operating a BTAU: 1.
