I would argue that it depends on at least two (2) boarder aspects - 1) technological development in specific regions and 2) personal preference/specialization. 1. Technological development/maturity Certain countries are at infant stage of tech development. Most of system and equipment are imported into the countries with little to none tech development (design, manufacturing, etc.). The scope of Mech Engineers and other disciplines is limited to assembly or maintenance of the system. 2. Personal preferences/Specialization Some people do not have desire to transition into management or project management field but stay in discipline specific roles. In multi-disciplinary projects or works, they turn to struggle to adjust and integrate with others discipline. I chose to focus on the above issues and take note there are host of other factors to consider. That's my contribution thus far.

Why Mechanical Engineers with 10+ Years of Experience are Struggling with Career Growth… I have closely seen a lot of Mechanical Engineers who are struggling with career growth despite having a good amount of professional experience. The most important reason for this stagnation as per my understanding is – they are not willing to go beyond Mechanical Engineering. Confused? Let me explain. Gone are the days of being just an expert Mechanical Engineer. The way industry is moving, every engineer needs to know a bit about other streams. Look at the products in the market, many of them include bit of Electrical Engineering, bit of Electronics, bit of Software, sometimes Civil and Structural Engineering. Design and NPD are not standalone activities. Those are tied together with efficient Project Management, and you must deal with internal and external stakeholders. This is the trend, and one cannot stay aloof. Exactly this is the reason, Mechanical Engineers with 10+ years of experience are falling behind. If you want to stay ahead of curve, rise above Mechanical Engineering, think about system level design, think about Project Management to deliver things, expand your technical horizon.
