In any Sourcing Event, the meaningful participation of end-users is key. The importance of their participation, whether through timely provision of scope work or conducting technical evaluation, cannot be overstated. However, as many Procurement Professionals would attest, sometimes this level cooperation from end-users is a rare commodity. We sometimes have to move mountains to get a scope of work, for example. What if the cooperation was somehow included in the end-users performance KPIs? For example, timely issuance of scope of work to Procurement Department, as a KPI?

This is a great post, and where our industry needs to be going. But It's very naive though to dismiss the importance of price. "Quality" comes at a price! With labour's war on business and their new budget, it has to be a high price! If there was an agreed pricing structure across the industry where every company was pretty much the same price, putting us all on an even keel, THEN quality and service would be the driving factors. But when there is such a big disparity in pricing, the client will use "price" as the crucial factor. Just look at the local authority tendering criteria.......100% on cost, the cheapest will get it, they don't even want to know if you can even do the job, nor does being ACS factor in, just that it's the cheapest price!
