Nepotism, cronyism, & a culture of unaccountability allow for policies to be flouted. Sole-source contracts are ok if justified; the problem is repetitively giving contracts to favoured contacts. The issue is FAIRNESS in contracting. If the govt moves to restrict sole-source procurement, it could paradoxically further limit access to contracts from qualified Canadians who have been traditionally excluded. Sole-source contracting isn’t a problem when justified & fairly allocated to a range of competent providers. Sole-sourcing uniquely to favoured insiders is unethical & unfair to those who qualify on merit, but aren't connected to networks of influence. That needs to change. #Procurement #AG #CdnPoli #CdnMedia
Between 2011 and 2023, 10 federal departments and agencies, and 10 Crown corporations awarded 97 contracts to McKinsey & Company for professional services valuing $209 million. 9 out of 10 departments and agencies and 8 out of 10 Crown corporations failed to properly follow all aspects of their procurement policies and guidance on at least 1 contract.
