This week, I've been working on the differences in space needs for programs and services delivered via a unit management model versus a centralized model for a maximum custody section of a detention center. The results will inform discussions of which to pursue as part of a long-term master plan. The solution chosen will become a project the team will scope, cost, and sequence along the 20-year master plan timeline for implementation.

It might be challenging to identify risks. Risk checklists are a tool for risk identification that can be used at the earliest stages of risk identification to learn from past projects and past team member experience. The list helps estimators better understand the required contingency and helps. This method is only truly useful when the project team members think about every item on the list as a jumping-off point for further risks. Each item must be thought about in detail to ensure that the risk is truly a project risk. The thought process should be documented in order to build on this in future discussions of the risks. I've been closely examining the recent bridge allision incident in Baltimore to provide insights into the response efforts. My counterparts on the east coast have a long road ahead. Here's my insight: 1️⃣ **Search and Rescue Protocol:** The immediate focus on conducting search and rescue operations underscores the Coast Guard's commitment to personnel safety. Ensuring thorough accountability for anyone potentially impacted by the incident is paramount. 2️⃣ **Complex Bridge Removal Strategy:** With multiple options for clearing the waterway obstructed by the damaged bridge, devising a removal plan demands careful consideration. The challenge lies in balancing efficiency with waterway reopening. 3️⃣ **Interagency Collaboration:** Collaborating with federal partners to assess channel depth reflects a cohesive approach to addressing navigational concerns. This coordinated effort enhances the accuracy of survey data and facilitates informed decision-making. 4️⃣ **Queue Management Dilemma:** The emergence of an inbound and outbound vessel queue necessitates strategic prioritization to alleviate congestion. Determining the order of clearance requires meticulous coordination among stakeholders to optimize traffic flow once the waterway is reopened. 5️⃣ **Fuel Containment Strategy:** The vessel was out lint at the time of the allision and was full of fuel. The CG will keep a close watch on any potential fuel spills.

Last year, the UK's Air Traffic Control had a major incident the grounded all flights for hours and impacted over 700k people. The report on the incident found a number of contributing factors, chief among which was someone working from home, when access to a system required them to be there in-person. What's especially interesting is the increased regulation that's being proposed as a result of this incident. It's a pretty common pattern: something breaks and we reach for more rules and regulations. And whilst this is well-meaning and intuitively very sensible, it can actually make things worse. Specifically, when the people creating the rules are far removed from the people who need to follow them, you end up with a disconnect that results in either people blindly following rules and processes they know are suboptimal, or actively working around the rules because they need to actually get the job done. The net result is either organizational inefficiency, or entirely transparent risk until the next incident exposes the gap. Regardless, always interesting to read incident reports at this scale. Whilst the report outlined actions "must be taken" because incidents like this "can never be allowed to happen again", I feel pretty confident this kind of thing will keep happening, and investments in good incident management are really where folks should be focusing.
