🚨 New working paper is out! 🚨 (IZA DP No. 17424) "Firm Human Resource Practices and Educational Mismatch" A persistent mismatch between job requirements and workers’ qualifications negatively impacts individuals, firms and economies. Nevertheless, skills mismatch is widespread in Europe, affecting around 40% of the workforce. While most research focuses on individual and institutional determinants, firms also play a crucial role in addressing mismatches. In a recent working paper with Daniela Piazzalunga and Gabriella Berloffa, we develop a new firm-level measure of educational mismatch by merging firm and individual data. This measure identifies both the intensity and the type of mismatch. Considering both recruitment and retention practices, we assess the role of human resource management in reducing the intensity of educational mismatch in Italian firms. 𝗞𝗲𝘆 𝗳𝗶𝗻𝗱𝗶𝗻𝗴𝘀: our findings indicate that using private recruitment agencies, on-the-job training, and more structured supervision correlate with lower mismatch intensity. The role of other practices depends on whether overeducation or undereducation is more prevalent. Maybe I'm getting older and less critical of my own voice? Maybe I'm getting smarter and dropping some real gems? Maybe this topic is so innate and so important the passion shows? 📚 Our research team has published new working paper that uncovers how job retention schemes influence the skill composition within firms. The authors - Karlis Vilerts, Olegs Tkacevs, Dr. Oec and Konstantīns Beņkovskis – , base their research on employer-employee data from Latvia. As our colleague Karlis Vilerts points out: the study offers valuable insights for policymakers and academia. For example, the study demonstrates that involvement in job retention schemes increases the likelihood of employees staying with the same firm post-programme. But there are some nuances. Starting January 1, 2025, public employment and economic development services (TE services) will be transferred from the central government to municipalities as part of a reform designed to bring services closer to you. As part of the reform, four employment areas will be established within the Ostrobothnia TE Services region to organize employment services. After the transition, your municipality will be responsible for providing TE services. 💡 Starting in 2025, municipalities will provide job search guidance, recruitment support, and skills development services for both individual and business customers. 💡 The aim of the reform is to bring TE services closer to customers, speeding up employment for job seekers and broadening the range of services available. 💡 If you are already a customer of TE Services, the transition will not require any action on your part. Your customer relationship will transfer automatically. 💡 You do not need to contact your TE Office or local government trial office because of the reform.
