This is a tragic situation, but it's the exact sort of situation that could benefit from a transfer of traditional defense and intelligence techniques toward a civil use case. The application of persistent Wide Area Motion Imagery (WAMI) surveillance (and GMTI) could help to establish drug-related links, nodes, and networks in an effort to take them down. I've seen it work on much bigger challenges. This is also a great use case for emerging drone and drone-based technologies--the platforms and sensors are available now.
