A recent Encinitas, California budget highlights the infrastructure funding gap plaguing mid-size American cities. Despite fiscal responsibility and strategic planning, the city's finances underscore a massive disparity between the city’s revenue and its infrastructure needs. On the two-year anniversary of the IRA, Communities First Fund, in partnership with NASEO - National Association of State Energy Officials, AASHTO (American Association of State Highway and Transportation Officials), Emerald Cities Collaborative, New Urban Mobility Alliance - NUMO, Race Forward, Lawyers For Good Government, and Natural Resources Defense Council (NRDC) with support from key federal agency partners implementing clean energy and infrastructure investments as part of the Invest in America agenda, launched the Just and Clean Energy Future—State Implementation Accelerator to help states leverage new federal investments to build resiliency and improve the health, economy, and well-being of their residents. Learn more at https://lnkd.in/gBvyCxEq The Biden-Harris Administration’s Invest in America Agenda provides a rare opportunity for states to invest in these priorities and turn big ambitions into tangible progress. State policymakers must lean into this moment and align their climate strategies with equity priorities to fully equip them to receive and deliver these investments to their frontline communities through projects that center equity and drive decarbonization. The Accelerator Cohort includes Maryland, Michigan, Rhode Island, South Carolina, and Washington. Each state will receive support to navigate the spectrum of federal resources through the Inflation Reduction Act (IRA), the Bipartisan Infrastructure Law (BIL), and Justice40-covered programs — prioritizing funds that incorporate an equity analysis and implementation strategies specifically for "low-income and disadvantaged communities." The Accelerator will help states consider what is necessary to meet this unprecedented funding moment and design implementation strategies to benefit communities for future generations to come, particularly targeting systems change strategies. In addition, states will gain valuable insights from other states through the cohort model designed for shared learning, dissemination of best practices, and support thinking through complex challenges and maximizing the impact of federal dollars. What a start to Climate Week! For every grant application, our colleagues across the City take part in the Federal Infrastructure Funding Task Force that I lead for Deputy Mayor Meera Joshi. We work to come up with strong, creative, and urgent projects for these grant opportunities. It's heartening to see this hard work and enthusiasm rewarded with validation and substantial investment from our federal partners! And on such different projects! For the Inwood Greenway - this represents the persistence of our community members and our DOT. The plans for this greenway come from the 2017 neighborhood rezoning and have been incubating ever since, with years of community input. Over the last couple of years, we have submitted this for three different grant applications. The first couple of times, we received strong evaluation scores but the project was not selected. We received helpful feedback and were able to re-submit with an even stronger application. The third time is the charm! Thanks to our colleagues at DOT who secured this funding and our congressional delegation for advocating for this neighborhood. This stretch of 10th avenue will help complete the greenway loop around Manhattan! For the Brooklyn Marine Terminal - this represents our creativity and sense of urgency. The City's deal to take over this property was finalized just weeks before the applications were due. We knew it would be a fast sprint to complete the rigorous application, but the once-in-a-generation investment of BIL funding was too appealing and we worked to build out a compelling application and analysis to develop a new port, activate our blue highway, and support more sustainable modes of freight in the City. The City also broke some traditional rules - submitting multiple applications and competing against each other. We've found that pays off for the biggest program, where we can win multiple awards. I've been proud to work on securing federal funds for the City and couldn't do it without the network of engineers, grant writers, and advocates across the city. I'm looking forward to celebrating this work more with my colleagues at NYC DOT and NYC EDC over the coming weeks and supporting the even harder work of constructing these projects! Today, Los Angeles Mayor Karen Bass took steps to consolidate City efforts to plan, finance and construct the public infrastructure needed for the Olympics and other sporting events. Executive Directive No. 9 focuses on streamlining capital project delivery and ensuring equitable investments in the public right-of-way. The directive acknowledges that despite prior planning efforts, such as Mobility Plan 2035 and Vision Zero, there has been a lack of urgency in implementing projects. The directive calls for an urgent and more strategic, long-term approach. A key component of the directive is the establishment of the Capital Planning Steering Committee, which will bring together various City departments to improve governance, funding, and delivery of capital projects. The Committee is tasked with creating a charter to define roles, decision-making processes, and resource requirements, as well as developing proposals to address funding shortfalls and improve project coordination. The directive emphasizes the importance of a comprehensive, multi-year plan to guide future infrastructure investments. Additionally, the directive calls for the consolidation of existing working groups to streamline maintenance and project development activities. The Steering Committee will also be responsible for establishing a centralized asset management system to provide real-time, transparent information on the City's infrastructure, supporting data-driven decision-making and improved budget planning. Overall, the directive aims to foster a more equitable, resilient, and sustainable infrastructure network by enhancing collaboration between City departments, modernizing asset management, and strategically prioritizing projects to maximize public benefit and address long-standing disparities.
