Sharing my second read for this year, which is Sir Michael Barber's book, 'How to Run a Government: So That Citizens Benefit and Taxpayers Don't Go Crazy'. I first learned about the concept of 'deliverology' in a public management class and finally got around to reading Barber's version of how the theory practically came to emergence in the UK. I found the book to be an interesting take on the integration of management theories in public governance roles. The parts that stood out the most were his lessons on how best to bridge gaps between 'policy development' and 'implementation'. Additionally, as a career bureaucrat, the book is rife with real-life examples, experiences and anecdotes, which makes an otherwise dry subject of political science and governance much more interactive and engaging. https://lnkd.in/eQMT6Up3

For over a decade, I had the chance to shape public policies covering a wide range of socio-economic topics, at various levels including corporate, regional, national, and supra-national. If I were to summarize the key pre-requisites for a sound policy recommendation, I would list the following: 1- Be specific and tangible about the end outcomes sought from the policy. 2- Build a thorough and deep understanding of the barriers hampering these outcomes from materializing without government intervention. 3- Build optionality for the strategic roadmap around no-regret moves and other moves subject to constraints, conditionality, and strategic trade-offs. 4- Ensure that each policy measure is actionable and has the means of its ambition. 5- Check coherence and sufficiency within the policy and with other policies.

Stages of #public #policymaking 1.Issue Identification Whether an issue brought to policymakers attention is a condition that requires public policy response 2.Problem Defination Why the issue exists? What seem to be causing the problem? 3.Specification of Alternatives Determining different policy proposals to solve the problem. Specifying what are the preferred outcomes and the likely obstacles and the resources required for each alternative 4.Policy Selection The decision to which route to take. 5.Implementation Policy is interpreted and applied in specific contexts. 6.Evaluation After some time, new information is gathered and looking at the results and figuring out to what extent the problem is actually fixed.
