As AI systems grow more powerful, the need to mitigate catastrophic risks intensifies. My latest report for Federation of American Scientists analyzes "preparedness frameworks" or "responsible scaling policies" - voluntary commitments from AI developers like Anthropic and OpenAI that outline risk mitigation plans as their models become increasingly capable. While a positive step, these initial frameworks lack specificity on risk thresholds, take insufficiently conservative mitigation approaches, and don't adequately address structural risks across the AI ecosystem. Improving AI risk evaluation methods is crucial for making these policies meaningfully binding. Ultimately, I argue preparedness frameworks are valuable but can't substitute for public policy. As a society, we need a comprehensive, multi-stakeholder effort - involving the private sector, academics, policymakers, and civil society - to steer AI development in beneficial directions while mitigating catastrophic risks.
