The U.S. Navy spends less on tech produced by new entrants in the #defensindustrialbase than all other #dod components, according to the 2024 #natsec100 report by Silicon Valley Defense Group!
A friend sent me the image below this morning. I was struck by the difference in spending between the Army, Air Force, SOCOM, etc vs the Navy. These organizations clearly recognize that #digital-first industry partners are a critical component of our defense! Conversely, it appears the Navy hasn't caught on... why?
⚓ First, the Navy is the most platform-centric (warships, submarine, aircraft, etc) of the armed forces. The Army is about people - Soldiers - while the Navy is about "things" that happen to have people - Sailors - onboard. When the Army talks about its size, it talks about end strength (how many Soldiers are in the ranks); when the Navy talks about its size, it refers to its number of capital ships.
💻 Second, the toys in the Navy's toy chest are expensive. Really expensive. An aircraft carrier costs taxpayers over $10B. When budgetary decisions are made on the Navy side of the Pentagon, all of the money goes to buying the expensive ~things~, or maintaining the things it already has. "Digital" things that we can't see, such as #software, #ai, and #data become an afterthought.
🔱 Finally, the Navy is deeply rooted in conservatism and tradition. As Secretary of War Henry Stimson once remarked "the admirals were wrapped up in the peculiar psychology in which Neptune was God, Mahan his prophet, and the United States Navy the only true Church." Simply stated, change is hard in the naval service.
The observations above and the data below are not new. Carl Builder highlighted the cultural aspects above in his excellent study of American military service culture "The Masks of War." Similarly, the Government Accountability Office published a great report on the use of other transaction authorities (OTAs), in which unsurprisingly, the Navy was dead-last.
