On Wednesday 5 June 2024 EY hosted the Permits Foundation Conference 2024: Partnering for Progress in Canary Wharf. 🌐 Permits Foundation is an independent, not-for-profit organisation campaigning globally to improve work permit regulations so that partners of highly skilled international employees may directly access employment while in the host country. ✅The Conference proved to be a success with Q&A sessions, networking opportunities and expert panellists providing updates on key issues including: ◾Working Rights for Dependants as a Key Success Factor in the Transformation of Global Mobility ◾The Geopolitical Landscape in 2024 ◾Employers as Drivers for Change: Enabling Dual Careers and the Ripple Effect ◾How Employer Support for Dual Careers can Enhance Inclusive Global Mobility Programmes The theme on the day was the need for host countries to make global mobility more attractive for international employees and their families. Where governments adopt relaxed work permit regulations this can create a ‘triple win’ for host countries, employers, and families alike. ❓ 🤔 With 2024 being an election year around the world it is interesting to see how political parties tackle the hot topic of immigration. The UK Government has introduced measures to reduce net migration including increasing the Skilled Worker minimum salary threshold and fees for various immigration applications. Alternatively, the Labour Party has stated that it will ask the Migration Advisory Committee to assess the impact of preventing from care workers bringing family to the UK and increasing salary thresholds. ❗ As the political landscape continues to evolve, organisations such as Permits Foundation continue to push for a more welcoming environment for international talent and their families. Immigration Update: Luxembourg Implements New EU Blue Card Directive Effective July 1, 2024, Luxembourg has adopted Directive (EU) 2021/1883, easing entry and stay conditions for highly qualified non-EU nationals. Key changes include: Lower salary threshold: EUR 58,968 (previously EUR 88,452) Employment contract: minimum 6 months (previously 1 year) Free labor market access after 12 months (previously 2 years) Flexibility for EU Blue Card holders to change employers after 12 months No diploma required if professional experience of 5 years is relevant Immediate work rights upon residence permit application in another EU state These changes benefit employers and enhance employee rights, making the EU Blue Card more attractive. Employers can expect increased interest from employees in obtaining an EU Blue Card in Luxembourg.

IRCC unveils new work permit under the Innovation Stream of the IMP ● Building Infrastructure for Innovation: Canada is investing in digital infrastructure, such as broadband internet, to ensure that tech companies have the tools they need to succeed. This also includes policies aimed at fostering innovation in sectors like clean energy and healthcare. What is the IMP? The International Mobility Program (IMP) is a Canadian immigration program that allows employers to hire foreign workers without needing to obtain a Labour Market Impact Assessment (LMIA). An LMIA is typically required to show that no Canadian worker is available for the position. However, under the IMP, certain workers are exempt from this requirement, making the hiring process faster and more flexible. The IMP includes various work permit exemptions for foreign workers, such as those under international trade agreements (e.g., NAFTA), intra-company transfers, and other categories where the hiring of foreign workers benefits Canada's broader economic, social, or cultural interests. Learn about work permits! 3/4 Are you looking for international workers to join your team? How is the right to work determined on a residence permit application for an employed person (TTOL)? Here are a few steps in hiring a foreign employee: 1. Find out: The Finnish Immigration Service provides information about foreigners’ rights to work, which residence permit is required for working, and whether a person can work without a residence permit. 2. Contact the Finnish Immigration Service by email (tto@migri.fi) to check an employee’s right to work. 3. Residence permits for employed people are granted in two phases: The TE Office makes a partial decision on the employee's residence permit application. The TE Office’s partial decision is based on an overall assessment of the availability of workers, the employment conditions, and the requirements of the employer and employee. In addition, the partial decision ensures that the employee is capable of earning a livelihood by working. The Finnish Immigration Services makes the final decision on whether to issue a permit. 4. If you have already found an employee, check whether they have the right to work: Ensure that a foreign worker has the required residence permit or right to work without a permit. Check the employee’s documents carefully to ensure they have the right to work in Finland.
