Taylor-Kale Center for Strategic & International Studies 30 Oct 2024 This year, the Department of Defense issued the first ever National Defense Industrial Strategy (NDIS) which is working to catalyze generational change to a more robust, resilient, and dynamic modernized defense industrial ecosystem. Dr. Cynthia R. Cook, the Director of CSIS’s Defense-Industrial Initiatives Group (DIIG) will host the Honorable Dr. Laura D. Taylor-Kale, Assistant Secretary of Defense for Industrial Base Policy (ASD(IBP)), for a fireside chat to discuss NDIS implementation as part of the release of the new National Defense Industrial Strategy Implementation Plan (NDIS-IP). The NDIS has four strategic priorities to support a strong defense industrial base. These are resilient supply chains, workforce readiness, flexible acquisition and economic deterrence. The conversation will cover investments and future plans for each of these priorities, highlighting both the opportunities for transformation and the concerning strategic risks and future challenges if the defense industrial base is neglected.

Earlier this week, DOD released the National Defense Industrial Strategy Implementation Plan (NDIS-IP) for FY2025, which details how the Department will achieve the four strategic priorities laid out in the NDIS. I applaud the Department’s ongoing work to modernize the defense industrial base to meet the current and future capabilities our warfighters need to deter conflict and if deterrence fails to fight and win on any battlefield. It's well understood that we’re living in a dangerous and unpredictable world, and we do not have the industrial capacity we need to implement the current national defense strategy, let alone the two-war strategy that I believe is necessary to deal with the pacing threats from our multiple adversaries, particularly China. Assistant Secretary of Defense for Industrial Base Policy Laura Taylor-Kale, PhD said it best during a discussion with the Center for Strategic and International Studies (CSIS) when she said, “We must continue to engage with key stakeholders across government, industry, our allies and partners, with Congress, and the investor community, as we work to successfully implement the strategy.” We owe it to our warfighters to make certain that they are the best trained, best equipped, and best led fighting force in the world, and this implementation plan is another important step in the right direction. The Pentagon recently unveiled the Defense Innovation Unit 3.0. Next week, Doug Beck, the Defense Innovation Unit (DIU)'s director, will dive into the unit's strategic vision and what's ahead. The Center for a New American Security (CNAS) will host a virtual event on May 16, 2024, titled "One Year In: DIU 3.0 and the Path Forward." The event will feature Douglas A. Beck, Director of the Defense Innovation Unit (DIU) and Senior Advisor to the Secretary of Defense, discussing the critical shift in focus and resourcing that DIU is undertaking to leverage commercial technology and innovation for strategic impact. Public consciousness has lost the direct connection between a strong defense industrial base and effective national deterrence. I'm so excited to finally see this analysis available publicly! In a new article for CSIS, Douglas Berenson and I trace the separation of the U.S. defense industrial base and the commercial U.S. economy since 1977. We've got an incredible dataset (and chart!) to back it up, showing what share of Major Weapons Systems Acquisition budget went to commercial companies or defense specialists going back to 1977.
